  6. Pedestrian Crossing Facility Banbury Road, Bicester
  7. Report by Assistant Director (Environment & Economy) (TIC5).

    The report considers responses to a further round of public consultation on proposals for the provision of a pedestrian crossing facility in Banbury Road, Bicester between its junctions with Rowan Road and Field Street.

    The Committee is RECOMMENDED to authorise officers to proceed with the design and implementation of the Zebra crossing (Option 3) as described in Annex 2 to this report, subject to the Director for Environment & Economy being authorised to resolve any concerns or comments resulting from detailed design and further safety audit, in consultation with the Chairman and Deputy Chairman.

  8. Pedestrian Crossing - White Post Road, Bodicote
  9. Report by Assistant Director (Environment & Economy) (TIC6).

    The report considers the results of a formal consultation advertising the proposals to install a Pelican Crossing in White Post Road Bodicote, outside Bishop Loveday School and seeks approval for the detailed design and implementation of the scheme.

    The Committee is RECOMMENDED to:

          1. note the responses and objections received and authorise detailed design; and
          2. authorise implementation of the scheme in 2004/05 subject to the allocation of funds.
  10. Henley – Pedestrian Improvements
  11. Report by Assistant Director (Environment & Economy) (TIC7).

    The report sets out the results of informal consultations on pedestrian crossings at three locations in Henley and seeks approval to continue with the implementation process.

    The Committee is RECOMMENDED to:

          1. approve the implementation of the three crossings detailed in the report subject to the Director of Environment & Economy being authorised to resolve any concerns or objections resulting from the formal consultation in consultation with the Chairman and Deputy Chairman; and
          2. subject to (a) defer the anti-skid treatment into the 2004/05 financial year.

  12. Proposed Pelican Crossing, Cherwell Drive, Oxford Proposed Toucan Crossing, Marsh Lane, Oxford

    The report details responses to a public consultation carried out in August/September 2003, on the proposed implementation of a pedestrian crossing in Cherwell Drive, between the two arms of Oxford Road and introduces the proposed Toucan crossing in Marsh Lane, near Horseman Close.

    The Committee is RECOMMENDED to approve the implementation of:

          1. the Pelican crossing on Cherwell Drive as shown at Annex 1 (drawing No BPN874/F3250) to this report; and
          2. subject to the detail of any comments received, the Toucan crossing on Marsh Lane, as shown at Annex 3 (drawing No BPN874/F3254).

  14. Provision of Bus Stop Clearways

    (See also Addenda)

  15. Report by Assistant Director (Environment & Economy) (TIC9).

    Under the Traffic Signs Regulations and General Directions 2002, a Highway Authority can now impose Bus Stop Clearway restrictions without the need for Traffic Regulation Orders. The report sets out the reasons for wishing to apply such restrictions, which would forbid general traffic from parking or waiting within the marked box at a particular bus stop. It details an urgent need for such restrictions in the centre of Abingdon and proposes a protocol under which future requirements for Bus Stop Clearways may be dealt with as expeditiously as possible, with due regard for the needs of frontagers and other stakeholders.

    The Committee is RECOMMENDED to:

          1. agree to the application of Bus Stop Clearways at all six stops in Abingdon town centre as described in paragraph 10 and shown on the plan at Annex 1 to this report; and
          2. approve the proposed protocol for consulting on and determining Bus Stop Clearways as set out in paragraph 14 of this report.
  16. Saxton Road Home Zone
  17. Report by Assistant Director (Environment & Economy) (TIC10).

    The report seeks approval for the final scheme design of the Saxton Road Home Zone in Abingdon. Also, as part of the scheme, approval is required for a Traffic Regulation Order for a 20mph limit covering the length of Saxton Road to be treated, together with some of the surrounding streets.

    The Committee is RECOMMENDED to approve the:

          1. final scheme design of the Saxton Road Home Zone; and
          2. publication of a Traffic Regulation Order (TRO) for a 20mph speed limit.

  18. Pedestrian Crossing - Brereton Drive, Grove
  19. Report by Assistant Director (Environment & Economy) (TIC11).

    The report details the result of a formal consultation on a proposal to install a pelican crossing in Brereton Drive Grove and seeks approval to proceed with the detailed design and implementation.

    The Committee is RECOMMENDED to:

          1. note the responses and objections received and authorise detailed design to be carried out; and
          2. authorise implementation of the scheme in 2004/05 subject to the allocation of funds.
  20. A Possible New Foot/Cycle Bridge Crossing of the River Thames at Bablockhythe
  21. Report by Assistant Director (Environment & Economy) (TIC12).

    In February 2003, the Executive approved proposals for extensions to the Sustrans National Cycle Network (NCN) in Oxfordshire. Part of one of these was from Oxford to Witney which would require a new crossing of the Thames west of Cumnor. The report considers possible locations for the necessary cycle/foot bridge and explains why Bablock Hythe would be most suitable and explains why a new bridge at Bablock Hythe would be beneficial to the area. A consultation exercise involving all households in villages close to Bablock Hythe together with all local Councils and Councillors has resulted in a generally very positive response. The next step is for detailed proposals for a bridge to be drawn up to allow a planning application to be made, funding sources to be more fully investigated and land negotiations to be progressed.

    The Committee is RECOMMENDED to:

          1. note the response to the consultation leaflet on a new foot/cycle bridge crossing of the Thames at Bablock Hythe as showing significant local support but also the need to consider and address, where appropriate, the specific concerns of residents of Eaton and therefore;
          2. support in principle the need for a new crossing of the Thames and the choice of Bablock Hythe as the best location for such a crossing; and
          3. give authority to officers to continue to progress the bridge proposals (in conjunction with other members of the Bridge Working Group) to allow a planning application to be made, other consents to be sought, sources of funding to be investigated, the investigation of Common Land issues and the acquisition of the necessary land to be negotiated.
  22. Proposed Bampton: Various Roads Traffic Calming Scheme
  23. Report by Assistant Director (Environment & Economy) (TIC13).

    The report considered the provision of chicane gateways on the approach roads of Station Road, Aston Road and Clanfield Road with a Speed Activated Sign on the Buckland Road, all located at the beginning of the 30mph speed terminus traffic sign. The Scheme is to be included in the 2003/2004 Community Safety (Transport) Programme.

    The Committee is RECOMMENDED to:

          1. note the responses and objections received and authorise detailed design; and
          2. authorise implementation of the scheme in 2004/05 subject to the allocation of funds.
  24. Service 31/32 Changes

Report by Assistant Director (Highway Management) (TIC14).

The report describes bus services for which subsidy agreements run out shortly or for which changes are suggested. In some cases tenders have been invited for the continuation of the services concerned or de-minimis prices quoted where relevant. These, plus reports on other proposed changes, will be reported subsequently to the Committee.

The financial position of the bus subsidy budget is also described in the report.

15E. Bus Subsidies

The report describes bus services for which subsidy agreements run out shortly or for which changes are suggested. In some cases tenders have been invited for the continuation of the services concerned or de-minimis prices quoted where relevant. These, plus reports on other proposed changes, will be reported subsequently to the Committee. The report also sets out the financial position of the bus subsidy budget.

The Committee is RECOMMENDED to:

          1. make its decisions on subsidy for services described in this report in sections B and C, on the basis of the tender prices contained in exempt Annex 3 to be reported subsequently;
          2. authorise the operation of a level of service on subsidised services on all Public Holidays in line with the level of service operated on commercial services in the relevant area, subject to operators being willing to operate at an acceptable price and to ask officers to amend the specifications of future tendered services accordingly;
          3. continue operation of Contract PT/S11 until its scheduled termination date of July 2004 and ask officers to advise Buckinghamshire County Council that Oxfordshire County Council will not continue to subsidise Service 261 in its present form as Oxfordshire County Council only require an hourly service between Thame and Chinnor via Towersey Village and to report the details of a replacement contract to a future meeting in the normal manner;
          4. agree the changes to the "Woodstock Wanderer" timetables as described in this report.
