TOUCAN CROSSING, MARSH LANE, OXFORD
Supplementary
Report by Assistant Head of Transport
Introduction
- This is a supplementary
report, to the one previously circulated agenda Item 8 and details the
responses to a public consultation carried out in October/November 2003,
on the proposed introduction of a Toucan crossing in Marsh Lane, Oxford,
north from the junction with Horseman Close.
Consultation
- The public consultation
was carried out for a period of three weeks between 17 October and 7
November. A total of 146 letters were sent to residents in the locality
of the crossing. County and City Councillors, emergency services and
other relevant bodies were also consulted. In addition notices were
erected on-street setting out the proposals. Annex 1 (download
as .doc file) shows the layout of the proposed crossing and
Annex 2 (download as .doc
file) shows its location within Marston.
- Of the 15 responses
received during the consultation 7 supported the scheme while 8 raised
concerns regarding its location but not to its provision. Annex 3
(download as .rtf file) sets
out the comments received together with officer comments, where relevant.
Discussion
and Conclusion
- The proposal is
an integrated part of the HAMATS programme. The Toucan crossing will
provide a link between the bridleway, which can be used by cyclists
and pedestrians, on the east side of Marsh Lane to Horseman Close. This
is a route that has been highlighted as a future cycle route linking
into Boults Lane.
- While there has
been some concerns expressed on the proposed location of the Toucan
crossing none of the comments received have opposed its provision and
it is recommended that implementation be proceeded with.
Financial
and Staff Implications
- Finance for the
crossing is included in this year’s Capital Programme. Staffing implications
can be met from existing resources.
RECOMMENDATION
- The Committee
is RECOMMENDED to approve the implementation of the Toucan crossing
on Marsh Lane, as shown in Annex 1.
