PEDESTRIAN CROSSING - WHITE POST ROAD, BODICOTE

Introduction

  1. The proposal for a pedestrian crossing at this location has arisen following a request from Bishop Loveday School. A petition signed by residents and parents of the children attending the school has been submitted supporting a crossing at this location.
  2. Following the request and petition, an assessment was carried out in accordance with the County Council’s assessment guidelines. The points score was suitably high and the proposal was included in the Community Safety Schemes Programme for construction in 2003/04.
  3. Proposal

  4. Following a site inspection and site meeting with representatives from the school, the Parish Council and a group of parents of children at the school, it was agreed that a pelican crossing would be most suitable in addressing the problems facing the school. A plan (BPN887/F3150) showing the proposals is attached at Annex 1 (download as .doc file).
  5. Consultation

  6. Consultation on the pelican crossing was carried out between 23 September and 17 October 2003. A letter was sent to road-user representative bodies, the School, the emergency services, the local member (Cllr Keith Mitchell) and residents living in the vicinity of the proposed crossing. Site Notices were erected for the duration.
  7. Responses were received from one local resident, Cherwell District Council, Thames Valley Police and County Councillor Keith Mitchell. Details of the comments received and the County Council’s responses are set out at Annex 2.
  8. Financial and Staff Implications

  9. The pelican crossing is currently estimated to cost £40,000 and will be jointly funded from the Community Safety and Better Ways to School Budgets. Babtie will carry out design and construction supervision. Due to the current financial situation, the Executive has approved a report on the Transport Capital Programme which shows implementation of the scheme deferred to 2004/05.
  10. RECOMMENDATIONS

  11. The Committee is RECOMMENDED to:
          1. note the responses and objections received and authorise detailed design; and
          2. authorise implementation of the scheme in 2004/05 subject to the allocation of funds.
