PEDESTRIAN CROSSING – BRERETON DRIVE, GROVE

Introduction

  1. The proposal for a pedestrian crossing at this location has arisen following a request from various sections of the local community, including Millbrook School, the Parish Council, Thames Valley Police and a petition submitted by County Councillor Zoe Patrick.
  2. Following the request and petition, an assessment was carried out in accordance with the County Council’s assessment guidelines. The points score was suitably high and the proposal for construction in 2003/04 was included in the Community Safety Schemes Programme.
  3. Proposal

  4. Following the issue of a design brief to the Engineering Consultants, Babtie, the site has been inspected and on consideration of the physical attributes of the site, it has been decided that a pelican crossing would be appropriate. Babtie has drawn up proposals and a plan, BPN888/F3150 is attached at Annex 1 (download as .doc file).
  5. Consultation

  6. Consultation on the pelican crossing was carried out between 23 September and 17 October 2003 with road user representative bodies; the local School, emergency services, the local member and residents living in the vicinity of the proposed crossing. Site Notices were also erected during that period.
  7. Responses were received from three local residents, Grove Parish Council, Thames Valley Police and County Councillor Zoe Patrick. Details of the comments received with an officer response are given at Annex 2.
  8. Financial and Staffing Implications

  9. The pelican crossing is currently estimated to cost £40,000 which will include the cost of bus stop relocation to be funded from the Community Safety Budget. Babtie will carry out design and construction supervision. Due to the current financial situation, the Executive has approved a report on the Transport Capital Programme which shows implementation of the scheme deferred to 2004/05.

RECOMMENDATIONS

  1. The Committee is RECOMMENDED to:

          1. note the responses and objections received and authorise detailed design to be carried out; and
          2. authorise implementation of the scheme in 2004/05 subject to the allocation of funds.
