PROPOSED BAMPTON : VARIOUS ROADS TRAFFIC CALMING SCHEME

Introduction

  1. The provision of a Traffic Calming Scheme to provide one speed-activated traffic sign located on Buckland Road and priority working gateways at the remaining approach roads into Bampton is included in the 2003/04 Community Safety (Transport) Programme.
  2. Oxfordshire County Council and Bampton Parish Council worked closely to devise a suitable scheme prior to the formal public consultation. The formal consultation has been carried out and this report details the comments received and seeks approval to implement the scheme.
  3. Consultation

  4. Consultation was carried out with emergency services, the Parish Council, Local County Councillors and affected residents. Replies were received from Thames Valley Police who had some concerns but did not object to the scheme. Bampton Parish Council and three residents are supportive, three residents have objected to the scheme. Annex 1 (download as .doc file) shows the location of the proposed chicanes and the speed-activated signs. Annex 2 (download as .doc file) details the layout of the chicanes. Annex 3 sets out consultation comments with an officer response. The overall correspondence is available for viewing in the Members’ Resource Centre.
  5. Director’s Comments

  6. The locations of the priority working gateways and the speed-activated sign coincide with the 30mph/national speed limit terminus signs on the village periphery. This will enhance the 30mph speed limit restrictions into the village and regulate the speed of vehicles leaving the village. There is minimal impact on residential properties and access to frontages will not be impeded.
  7. The priority working gateways and the speed activated sign will contribute in the regulation of the vehicular approach speed to Bampton and this will, hopefully, encourage appropriate vehicular speeds through the village improving overall safety to all vulnerable road users.
  8. Financial Implications

  9. The scheme is to be funded from the Community Safety budget at an estimated scheme cost of £40,000. However, due to the current financial situation, the Executive has approved a report on the Transport Capital Programme which shows implementation of the scheme deferred to 2004/05.
  10. RECOMMENDATIONS

  11. The Committee is RECOMMENDED to;
          1. note the responses and objections received and authorise detailed design; and
          2. authorise implementation of the scheme in 2004/05 subject to the allocation of funds.
