This
is the third of regular quarterly reports setting out the implementation
status of schemes approved by the Committee since December 2002.
The
Committee is RECOMMENDED to note the report and progress on the schemes
therein.
- Deddington, High Street/Horsefair
Traffic Signal Junction Pedestrian Crossing Facility in Horse Fair
Report by Interim
Head of Transport (TIC6).
The report considers
responses to a public consultation on the proposed installation of an
additional pedestrian crossing facility at the A4260 High Street/B4031
Horse Fair traffic signal junction in Deddington.
The
Committee is RECOMMENDED to approve the installation of a pedestrian
crossing facility as detailed at Annex 1 (download
as .doc file) to the report, subject to authorising the Interim
Head of Transport in consultation with the Cabinet Members for Transport
and Sustainable Development to resolve any concerns or comments resulting
from detailed design and/or safety audit should any arise.
- Deddington, Hempton Road
Pelican crossing
Report
by Interim Head of Transport (TIC7).
The
report considers responses received to a public consultation on the
proposed installation of a Pelican crossing on Hempton Road in Deddington.
The
Committee is RECOMMENDED to approve the installation of a Pelican crossing
as detailed in Annex 1 (download
as .doc file) to the report, subject to authorising
the Interim Head of Transport in consultation with the Cabinet Members
for Transport and Sustainable Development to resolve any concerns or
comments resulting from detailed design and/or safety audit should any
arise.
- Walton Manor and Jericho
Controlled Parking Zones, Oxford Proposed Amendments
Report by Interim
Head of Transport (TIC8).
The
report considers comments received on a proposal for resident permit
holders to park without time limit in one and two hour parking bays
in Kingston Road.
The
Committee is RECOMMENDED to:
- agree
implementation of the proposals as listed in Annex
1 to the report, except for item 2(c); and
- consider
item 2(c) in the light of further information to be given at
the meeting.
- Wheatley Traffic Calming:
Phase 2A: Church Road
Report by Interim
Head of Transport (TIC9).
The
report details the background to a proposed scheme to raise the kerb
height of the south footway of Church Road, Wheatley (from Holloway
Road junction to east of No 84) and widen its narrow sections and summarises
comments received in response to a public consultation.
The
Committee is RECOMMENDED to authorise implementation of the scheme as
set out in the report and Annex 1 to it.
- Clifton Hampden, B4015
Oxford Road – Proposed Weight Restriction
Report by Interim
Head of Transport (TIC10).
The
report summarises the results of a formal consultation on a weight restriction
traffic regulation order on the B4015 Oxford Road, Clifton Hampden.
The
Committee is RECOMMENDED to approve the making of a Traffic Regulation
Order to prohibit the driving of vehicles weighing over 7.5T on the
B4015 Oxford Road in the parish of Clifton Hampden from a point 25 metres
south of the Notcutts Garden Centre to its junction with the A415.
- South Oxfordshire District
Council - Agency for Roundabout Sponsorship
Report
by Interim Head of Transport (TIC11).
In
2003/04 South Oxfordshire District Council (SODC) carried out a Best
Value Review of Public Space. A key recommendation of that review
was for SODC "To work in partnership with Oxfordshire County Council
(OCC) in establishing a scheme of commercial sponsorship for roundabouts"
with the intention of improving the local environment.
The
SODC Best Value Action Plan contains an action to "Establish a commercial
sponsorship scheme for roundabouts and identify potential roundabouts
to be sponsored". Discussions have taken place since 2003 between
OCC and SODC officers with a view to agreeing a way of taking this
action forward.
The
Committee is RECOMMENDED that:
- an
Agency Agreement be entered into with South Oxfordshire District
Council for the sponsorship, enhancement and maintenance of
roundabouts;
- powers
to administer the Agency Agreement be delegated to the Strategic
Director for Environment & Economy.
- Abingdon Integrated Transport
Strategy Town Centre Improvements – Traffic Regulation Order
Report by Interim
Head of Transport (TIC12).
The
report considers the responses to a public consultation on two traffic
regulation orders required for Phase 1 of the above scheme.
The
Committee is RECOMMENDED to authorise the making of Traffic Regulation
Orders:
- revoking
the Stratton Way one-way Order; and
- prohibiting
right turns into and out of Bath Street at its junction with
Stratton Way.
- A40/Witney Road, Eynsham
– Prohibition of Right Turn
Report
by Interim Head of Transport (TIC13).
The
report considers comments received to the proposed prohibition of
the right turn out of Witney Road, Eynsham onto the A40. The prohibition
is considered necessary so as not to hold up traffic on the A40 when
signalisation of the junction, which is designed to improve the flow
of traffic on the A40 and to allow buses to turn into Witney Road
more quickly is introduced.
The
Committee is RECOMMENDED to authorise officers to proceed with the
making of the (Witney Road, Eynsham) (Prohibition of Right Turn) Order,
as advertised and shown in Annex 1 (download
as .doc file) to the report.
