The Committee considered (TIC8) comments received during formal consultation on a proposal to introduce waiting restrictions on both sides of a short length of Water Eaton Road, Summertown, Oxford.
Mr Reeve recognised a number of sensible points in the report but expressed some concern regarding safety, which had largely resulted from the removal of a traffic calming measure at the Lucerne Road junction and consequently increased traffic speeds. Also his disability meant that he could not use his off road parking area and necessitated a need to park immediately outside his property. He asked that the proposal to introduce waiting restrictions be deferred until the review of the proposed North summertown Controlled Parking Zone in 2007 and for the reintroduction of traffic calming measures at the Lucerne Road junction.
Councillor Fooks supported the introduction of yellow lines as a safety measure for cyclists but could not support deferral for another two years. She suggested that measures be incorporated into the proposals to enable Mr Reeve to park outside his property.
RESOLVED: to proceed with the making of the Oxfordshire County Council (Water Eaton Road) (Prohibition & Restriction of Waiting) Order 200* as previously advertised subject to reducing the length of yellow line immediately outside No 2 Water Eaton Road to accommodate a single white line (Access Protection Measure) across the drive access to No 2 pending review of the proposed North Summertown Controlled Parking Zone in 2007
42/05. BANBURY, DAVENTRY ROAD - TRAFFIC CALMING MEASURES

The Committee considered (TIC7) responses to further public consultation on the proposed installation of traffic calming measures on Daventry Road, Banbury.
RESOLVED: to approve the installation of traffic calming measures as detailed in Annex 1 to the report TIC7 subject to the Interim Head of Transport being authorised in consultation with the Cabinet Members for Transport and Sustainable Development to resolve any concerns or comments from the detailed design and/or safety audit should any arise.

43/05. PREMIUM BUS ROUTES – PUMP-PRIMING OF BUS SERVICES*

The Committee considered a report (TIC6) which formed part of the annual review of the Premium Bus Route programme, addressed the issue of the allocation of funds to pump-prime bus services and considered a proposal to provide pump-priming money for an enhancement of Service X39 between Oxford and Wallingford and whether any bids should be submitted to the Department for Transport under the Government’s Kickstart scheme. However, the report did not represent a full review as the Council’s Capital Programme was still being evolved as part of the Local Transport Plan submission for 2006-2011.
Councillor Bradshaw supported enhancement of Service X39 and referred to the possibilities for integrating several associated routes to provide through journeys. He also supported the submission of bids under the Kickstart scheme.
Councillor Howell supported the enhancement of the X39 route but not at the expense of other services such as the 105 and 106 and the communities they served such as Dorchester and Berinsfield, which would not be directly served by the X39. He felt that the A4074 route should be looked at in totality rather than on a route by route basis.
The Committee noted that support had been expressed for enhancement of the X39 by Dr Chris Huntingford the Wallingford Public Transport representative.
The Chairman then expressed some concern about the possibility of the County Council being disadvantaged by agreeing to an enhancement of the X39 before securing improvements elsewhere for associated services such as a service to and from Howbery Park which was to be funded by Section 106 money

44/05. ABINGDON, JOHN MASON SCHOOL BETTER WAYS TO SCHOOL

The Committee considered (TIC9) comments received on two schemes proposed under the Better Ways To School programme which included a toucan crossing on Drayton Road (with short lengths of adjacent unsegregated footway/cycle track for shared use) and an unsegregated footway/cycle track for shared use on Ock Street.
The Committee noted the comments of Councillor Lesley Legge which had been set out in the Addenda sheet.
Councillor Badcock expressed support for the Toucan crossing on Drayton Road but asked that the proposals for a footway/cycle track on Ock Street be reviewed.

45/05. B4017 WOOTTON TO ABINGDON CYCLE ROUTE (LONG TOW-NORTH WEST END OF WOOTTON VILLAGE)
(Agenda Item 10)
The Committee considered a report (TIC10) which set out proposals for the acquisition of land, including four additional plots, to enable the Wootton to Abingdon scheme to proceed.
Councillor Bob Johnston expressed his support and that of Councillor Chris Wise for early implementation of the proposals.

46/05. LONG HANBOROUGH, A4095 WITNEY ROAD - PELICAN CROSSING

The Committee considered (TIC11) comments received in response to formal consultation on a proposal to provide a pelican crossing on Witney Road, Long Hanborough.
The Chairman reported the support of Councillor Louise Chapman the local member.

47/05. A361 SHIPTON-UNDER-WYCHWOOD HIGH STREET, ZEBRA CROSSING

The Committee considered (TIC12) comments received on a proposal for a Zebra crossing on A361 High Street which had been included in the 2005/06 Community Safety Programme.
The Chairman reported the support of Councillor Rodney Rose the local member.
RESOLVED: to approve implementation of the scheme as described in the report TIC12 and illustrated at Annex 1 to it subject to the Interim Head of Transport being authorised in consultation with the Cabinet Members for Transport and Sustainable Development to resolve any concerns or comments from the detailed design and/or safety audit should any arise.
48/05. CHARLBURY HOME ZONE – DETAILED DESIGN APPROVAL AND HOME ZONE DESIGNATION

In October 2004, the Transport Implementation Committee had approved the preliminary design for a Home Zone in Hughes Close and Sturt Close in Charlbury and authorised officers to proceed with the detailed design of the scheme. The detailed design process had now been completed although a number of changes had been required as a result of either physical on-site constraints or recommendations from the safety and vulnerable road user audits carried out on the design. The Committee now considered a report TIC13 which sought approval for a revised detailed design, authority to start the scheme in August 2005 and official designation of Sturt Close and Hughes Close as a Home Zone.
Mr Hodgson expressed his support for the proposals and also referred to support expressed by County Councillor Sue Haffenden and the Charlbury Town Council. He suggested that future provision of Home Zones could be incorporated as part of the development of new estates.
