WALTON MANOR
AND JERICHO CONTROLLED PARKING ZONES, OXFORD – PROPOSED AMENDMENTS

Introduction
- In May 2002 the
Executive considered a report on proposed amendments to the waiting
and parking restrictions in Kingston Road which were being proposed
by the City Council. These amendments were being proposed to accommodate
some alterations to the traffic calming that had been introduced into
Kingston Road in 1999. Included in the proposals were changes to the
limited waiting bays in Kingston Road to allow permit holders to use
them without time limit.
- The proposed changes,
required to accommodate the alterations to the traffic calming, reduced
the available length of residents’ parking space in Kingston Road which
resulted in objections to the proposals. Following a review an alternative
design was put forward that did not require altering the residents’
parking bays. The Executive resolved not to proceed with the proposals.
- Due to the decision
not to proceed with the changes proposed to the length of the residents’
parking bays the relaxation to use the limited waiting bays without
time limit could also not be introduced. The latter issue has now been
re-advertised and this report reviews the comments received during the
formal consultation.
Proposed
Changes
- In addition to
the proposed relaxation on the use of the limited waiting bays the opportunity
was taken in the consultation to include other required changes. These
are set out fully at Annex 1
and include exclusion for eligibility for residents’
permits (as a result of planning consents), correction of typographical
errors, clarification of zone boundary and the relocation of a residents’
parking bay to facilitate deliveries.
Consultation
- Formal consultation
took place between 29 April and 21 May 2005. Notification of the proposals
were advertised in the Oxford Times, on street notices and by letter
drop to approximately 300 residents directly affected by the proposals.
In addition consultation letters were sent to County and City Councillors,
statutory consultees such as the Police and other interested bodies.
Only four responses have been received to the consultation. These are
set out at Annex 2 (download as .doc
file).

- Of the comments
received only two are directly relevant to the advertised proposals.
These relate to an objection from a residential property [listed in
Annex 1 2(c)] being excluded from eligibility for residents’ permits
and Bus Users UK objecting to an increase in parking for residents.
- As with a number
of controlled parking zones the Walton Manor Zone is subject to permit
restraints whereby each dwelling is restricted to a maximum of two permits.
It has been common practice in Oxford for many years that when a property
in a controlled parking zone is split into more than one dwelling the
additional dwellings are excluded from eligibility for residents’ permits.
Where properties are split into three or more dwellings all the dwellings
are excluded.
- In this case it
appears that due to the heavy demand for residents’ permits and limited
on-street provision being possible a planning condition has been applied
to the whole property to exclude it from eligibility for residents’
permits. The property owner has indicated to the Planning Authority
that they are to convert the property back to a single dwelling. If
this is the case the Planning Authority will reconsider the exclusion.
The Committee will be updated on the situation at the meeting.
- Many of the bays
to which it is proposed that residents be exempt from the time limited
waiting are currently used by them in the evenings, outside the hours
of operation of the restriction. Providing the exemption will enable
residents to not have to move their cars during the day and thus discourage
their use.
Financial
and Staff Implications
- Staffing implications
can be met from current resources. Funding is provided in this year’s
Capital Programme from the Rapid Response budget.
RECOMMENDATIONS
- The Committee
is RECOMMENDED to:
- agree
implementation of the proposals as listed in Annex
1 to this report, except for item 2(c); and
- consider
item 2(c) in the light of further information to be given at
the meeting.
