CLIFTON HAMPDEN, B4015 OXFORD ROAD – PROPOSED WEIGHT RESTRICTION

Introduction

  1. This report summarises the responses to a formal consultation on a proposal to impose a 7.5 tonnes (7.5T) weight restriction on the B4015 Oxford Road in the Parish of Clifton Hampden. A plan showing the route with the proposed weight restriction is enclosed at Annex 1 (download as .doc file).
  2. This proposal forms part of a series of measures to provide traffic calming for Clifton Hampden village requested by the Parish.
  3. Background

  4. The B4015 serves the village of Clifton Hampden, but also provides a link road between the A4074 (at Golden Balls roundabout) and the A415 Abingdon Road. It is therefore increasingly used by lorry drivers. Damage has been caused to houses due to kerb mounting by these lorries. The B4015 North of the Golden Balls roundabout currently has a weight restriction so providing a weight restriction on the rest of the B4015 south of the Garden Centre will be a logical continuation.
  5. The proposed Traffic Regulation Order (TRO) is intended to deter this usage by imposing a 7.5T weight restriction starting 25m south of the Garden Centre and ending at the junction with the A415, Abingdon Road.
  6. Consultation

  7. Consultation was undertaken between 20 April and 20 May 2005 with the emergency services, local County Councillor, South Oxfordshire District Council, Clifton Hampden Parish Council, road user groups, residents and businesses.
  8. A total of eight responses were received. Three in favour, four non-objections and one objection, from a local HGV school saying that it could detrimentally affect them but they would investigate any potential effects and respond later (no further response has been received). A number of responses included queries as to why the full length of B4015 was not included. The responses and officer comments are summarised at Annex 2 (download as .doc file).
  9. Thames Valley Police (TVP) have not objected to the proposal. Wessex Recovery Ltd have notified that they service the TVP Vehicle Recovery Scheme. Exemptions to the proposed TRO will be provided for vehicles being used in connection with police purposes. Clifton Hampden Parish Council has confirmed its support for the proposal.
  10. Environmental Implications

  11. Creating a safer environment and reducing through traffic by large vehicles will improve the quality of life for residents of Oxford Road, Clifton Hampden. Conversely vehicles weighing over 7.5T will now have to travel a longer distance although the effects from that by comparison are considered negligible.
  12. Financial and Staff Implications

  13. The current estimate for the whole scheme is £41,000 to be funded from the Community Safety Programme. £10,000 has been spent in 2004/05 and this year’s allocation allows for £35,000. The County Council’s term consultants Jacobs Babtie will carry out construction supervision with the project management by County Officers. The TRO will be prepared by the County Council’s Legal Services.
  14. RECOMMENDATIONS

  15. The Committee is RECOMMENDED to approve the making of a Traffic Regulation Order to prohibit the driving of vehicles weighing over 7.5T on the B4015 Oxford Road in the parish of Clifton Hampden from a point 25 metres south of the Notcutts Garden Centre to its junction with the A415.
