    This is the seventh update report of regular quarterly reports giving the implementation status of schemes approved by the Transport Implementation Committee since December 2002.

    The Committee is RECOMMENDED to note the report and progress on the schemes.

  8. Public Transport Development Programme

    The County Council’s Local Transport Plan investment programme contains funding for the roll-out of Real Time Information (RTI) and the upgrade of bus stops across the PremiumRoute Network. Funding is also allocated for expansion of traffic signal bus priority and some significant bus priority schemes such as in Eynsham and Kidlington. The report details the significant progress achieved in delivering the Council’s Premium Routes and RTI objectives and seeks endorsement of the 2006/07 programme.
  9. The Committee is RECOMMENDED to:

    (a) note the progress made on delivering improvements on designated Premium Route sections during 2005/06;

    (b) note the programme identified within LTP2 and the County Council's Bus Strategy;

    (c) endorse the approach of identifying shared investment priorities with the bus operators and establishing Quality Partnerships on each corridor with Route

    Action Plans in accordance with the Core Quality Bus Partnership; (d) endorse the proposed Public Transport Development programme for 2006/07

  10. Kidlington Premium Bus Route - Bus Lane Order

    Traffic using Kidlington road network experience delays during the weekday peak hours.Kidlington lies on the Banbury to Oxford corridor, which has been identified as a Premium Bus Route. Approval to proceed with implementation of bus priority measures was gained after consideration of a report to Transport Implementation Committee on 8 January 2004, following a study undertaken by Halcrow Consultants. This report seeks approval for officers to proceed with detailed design and implementation of the scheme and approval to make the Bus Lane Order having considered formal consultation results.

    The Committee is RECOMMENDED to authorise:

    (a) the making of The Oxfordshire County Council (A4260 Kidlington, Oxford) (Bus Lane) Order 2006, as set out in Annex 1 to the report subject to minor variations arising from (b) or minor clerical amendments ; and

    (b) detailed design and implementation of the proposed bus lane scheme as shown on the plans numbered BPN1059/B3260 and BPN1059/B3261 and further authorising the Head of Transport in consultation with the Cabinet Member for Transport to resolve any concerns or comments which might result from the detailed design or the Road Safety Audit process should any arise.

  12. Oxfordshire County Council (Bicester) (Traffic Regulation) (Amendment) Order 200*

    Bicester, like many other large towns, is suffering from problems such as access and visibility restrictions which largely relate to on-street parking. The particular issues identified here are with rail commuters not using the newly extended facilities at Bicester North Railway Station but parking at inappropriate locations thereby causing hazards to other road users. The amendment to this Traffic Regulation Order proposes to alleviate those hazards and the report reviews the comments received during the formal consultation process.

    The Committee is RECOMMENDED to authorise the making of the Oxfordshire County Council (Bicester) (Traffic Regulation) (Amendment) Order 200* as originally advertised without amendment.

  14. Bicester A4095 : Proposed Speed Limits

    The report explains the reasons for the proposed reductions in the speed limit on the A4095 Howes Lane and presents and considers an objection from Thames Valley Police (the only outright objection received in response to statutory public consultation). The report also explains briefly the proposal for traffic signals at the A4095 Howes Lane/Shakespeare Drive junction (within the proposed reductions in the speed limit).

    The Committee is RECOMMENDED to:

    (a) instruct the Solicitor to the County Council to make a Traffic Regulation Order introducing the proposed speed limit as described in the report and Annex 1 to it and on drawing no. BPN/1066/B3310; and

    (b) approve implementation of the proposed traffic signals as described in paragraphs 10, 11 and 12 of the report and as shown on drawing no BPN/1066/B3250.

  16. Parking Charges Oxford City Centre On-Street Parking

Parking Charges for on-street parking areas in Oxford have not changed since 1998, exceptfor the pilot period of free charging since December 2005. The Transport ImplementationCommittee on 8 June 2006 approved a proposal that charging for parking should only applyMonday to Saturday 8am to 6.30pm.Oxford City Council increased parking charges for equivalent periods of stay for central carparks to £1.80 for 1 hour and £3 for 2 hours in 2005. Oxford City Council is currentlyconsidering a further increase to the 1 hourly rate to £1.90, with no change to the 2
hourly rate.


The Committee is RECOMMENDED to consider either:

(a) Option One as set out in table one in the report and those streets listed at Annex 1 to that report; or

(b) Option Two as set out in table two in the report and those streets listed at
Annex1 to that report;as a basis for changes to parking charges for on-street public parking at pay and display areas for implementation from 1 October 2006.

  1. Oxford, The Lakes Parking Zone

The report considers the outcome of a statutory consultation process on the Traffic RegulationOrders for the proposed ‘The Lakes Parking Zone’ and provides information on the policycontext, development of the process to date and an outline of the consultation carried out.

The Committee is RECOMMENDED to:

(a) approve "The Lakes" Restricted Parking Zone for implementation subject toincorporating the following amendments to the advertised draft Traffic Regulation Order as shown on Plan No. H16650/A1/1001:

(i) Ambleside Drive: Change the restrictions along the frontage and side of No 1 Ambleside Drive within the Permit Holders Only Parking Area from Permit Holder Only Parking (9.00am to 5.00pm Monday to Friday) to No Waiting at Any Time.

(ii) Copse Lane: Change the restrictions outside Nos. 105 to 107 Copse
Lane and opposite Nos. 152 to 156 Copse Lane from No Waiting at Any Time to 2 Hour Parking (8.00am to 6.30 pm Monday to Friday) Permit Holders Exempt from time limit.

(iii) Eden Drive : Change the restrictions along the frontage and side of No24 Eden Drive and outside Nos. 25 to 27 Eden Drive within the Permit Holders Only Parking Area from Permit Holder Only Parking (9.00am to5.pm Monday to Friday) to No Waiting at Any Time.

(iv) Eden Drive: Change the restrictions outside Rayson House either side of the pedestrian access for an approximate distance of 5 metres northwards and 10m metres southwards from No Waiting at Any Time to2 Hour Parking (8.00am to 6.30 pm Monday to Friday) Permit Holders Exempt from time limit.

(v) Headley Way: Change the parking restriction outside No 60 and No 62
Headley Way from Permit Holder Only Parking (9.00am to 5.00pm Monday to Friday) to No Waiting at Any Time.

(vi) Headley Way: Change the parking restriction outside No 124 and 103Headley Way from 2 Hour Parking (8.00am to 6.30 pm Monday to Friday) Permit Holders Exempt from time limit to No Waiting at Any Time.

(vii) Snowdon Mede: Change the restriction on the west side of Snowdon
Mede from its junction with Headley Way up to and including the turningarea opposite No 6 Snowdon Mede within the Permit Holder Only Parking area from Permit Holder Only Parking (9.00am to 5.pm Mondayto Friday) to No Waiting at Any Time.

(viii) Draft TRO – Exemption from Waiting Restrictions: Amend Article 6 (10) (a)
by removing the words and brackets "[or adjacent to]"

(ix) Draft TRO – Exemptions – General Permitted Use: Amend Article
17 (10) (a) by removing the words and brackets "[or adjacent to]"

(x) Draft TRO – Marking of Permit Parking Places: Confirmation of Article
24. This Article should read: "The limits of each Permit Parking Place, identified in Section 1 of Part B of Schedule 4 and the limits of any Access Way in a Permit Parking Place will be indicated by the Council on the carriageway and in the vicinity by appropriate Traffic Signs/Markings.

(xi) Draft TRO - Permit Formalities: Amend Article 35 (3) to remove the requirement for the time of day a vehicle is left in a parking space whenvalidating a Visitors Permit.(b) authorise the Head of Transport in consultation with the Cabinet Member for Transport to carry out further minor amendments to the scheme and the TrafficRegulation Order that may be required when implementing the proposed parking zone.

12. Oxford, Northway Parking Zone

The report considers the outcome of a statutory consultation process for the Traffic Regulation Orders for the proposed ‘Northway Parking Zone’ and provides information on the policy context, development of the process to date and an outline of the consultation carried out.

The Committee is RECOMMENDED to:

(a) approve the Northway Restricted Parking Zone for implementation subject to incorporating the following amendments to the advertised draft Traffic Regulation Order and as shown on Plan No. H16650/A1/2001:

(i) Dora Carr Close: Remove Dora Carr Close from Schedule 4 Part B Permit Parking Places Mondays to Fridays 9.00am to 5.00pm but retain its permit eligibility in Schedule 4 Part A.

(ii) Ingle Close: Change the parking restrictions outside and opposite Nos. 13 and 15 Ingle Close within the Permit Holder Only Parking Area from Permit Holder Only Parking (9.00am to 5.00pm Monday to Friday) to No Waiting at Any Time over selected lengths.

(iii) Draft TRO – Permit Formalities: Amend Article 35(3) to remove the requirement for the time of day a vehicle is left in a parking space when validating a Visitors Permit.

(b) authorise the Head of Transport in consultation with the Cabinet Member for Transport to carry out further minor amendments to the scheme and the Traffic Regulation Order that may be required when implementing the proposedparking zone.

13. Oxford Cowley Place Zebra Crossing

The report considers responses received to a public consultation on the proposed installation of a zebra crossing on Cowley Place, Oxford, which is to be fully financed by Magdalen College School.

The Committee is RECOMMENDED to approve installation of a zebra crossing as shown in Annex 1 to the report to be fully funded by Magdalen College School, subject to authorising the Head of Transport in consultation with the Cabinet Member for Transport to resolve any concerns or comments which might result from a Stage 2 safety audit and the detailed design process.

14. Stopping Up at Roman Way and Garsington Road, Oxford

BMW have requested that the County Council apply to the Magistrates Court under section 116 of the Highways Act 1980 for the stopping up of Roman Way, Bridleway 75 and a thin section of footway in Garsington Road, Oxford. As a replacement BMW agreed to provide at their expense a new footway and cycle track partly on existing highway and partly on their land.

The initial informal consultation exercise, undertaken by BMW at the request of Countyofficers, has revealed some local objections to the proposal particularly from amenity societies with support from one organisation. Public reaction of this nature was anticipated and as a consequence it was decided at an early stage that the committee resolution would take the form of a two-stage process to enable full public participation.

The Committee is RECOMMENDED to authorise the County Solicitor to undertake formal consultation with Oxford City Council as set out in section 116 (3) of the Highways Act 1980 on the basis set out in the report.

15. Henley Integrated Transport Strategy - Town Centre Scheme Traffic Regulation Orders

Implementation of traffic management proposals in Henley town centre is being carried out in phases between February and September this year. In order to carry out the works new Traffic Regulation Orders are required to create Duke Street as a one-way road and make changes to the existing parking and waiting restrictions. The report considers the results of public consultation on the Orders.

The Committee is RECOMMENDED to approve the making of the Henley Integrated Transport Strategy Town Centre Scheme Traffic Regulation Order as published and without amendment.

16. Disabled Persons' Parking Places - Vale of White Horse District

The report considers comments received in response to a formal consultation to vary the Oxfordshire County Council (Vale of White Horse District excluding North Hinksey) (Disabled Persons’ Parking Places) (Amendment) Order 20** to provide for five new Disabled Persons’ Parking Places and the formalisation of three existing "advisory" Disabled Persons’ Parking Places in the Vale of White Horse District.

The Committee is RECOMMENDED to authorise variations to the Oxfordshire County Council (Vale of White Horse District excluding North Hinksey) (Disabled Persons’ Parking Places) (Amendment) Order 20** as published in order to provide for:

(a) five new Disabled Person Parking Places;

(b) the formalisation of three existing advisory Disabled Person Parking Places; as specified in the report.
