VALUE FOR MONEY STRATEGY

 

Report by Assistant Chief Executive (Strategy)

 

Introduction

 

1.                  This report introduces the Council’s proposed unified strategy for Value for Money. The draft plan has been considered and approved by the County Council Management Team in the format as shown at Annex 1 (download as .doc file) (Attachment - download as .doc file)

 

Value for Money Strategy

 

2.                  This strategy puts Value for Money into the context of what it means for Oxfordshire, what the desired outcomes of implementing this strategy are, and the means by which we will achieve them. It provides a shared understanding of Value for Money to staff. The outcomes are set out as clear aims that demonstrate our commitment to deliver excellent services to the people of Oxfordshire. The seven key processes by which we will achieve Value for Money are then detailed. Each one shows how we will use them and links back to detailed processes already in place.

 

3.                  The strategy as attached at Annex 1 will, when published, link to the relevant areas of our internal Insite as appropriate. These links will include service and resource planning, long-term approach to planning, project management, risk management, the balanced scorecard, benchmarking, fundamental service reviews, business process re-engineering, the Change Programme, scrutiny work, and the procurement strategy. These documents will be checked to ensure that they are consistent with this strategy.

 

RECOMMENDATION

 

4.                  The Cabinet is RECOMMENDED to approve the Value for Money Strategy.
