    The report details the response of the formal consultation on the prohibition of turning movements being introduced as part of the North Bar/Horsefair/South Bar accident remedial measures which were approved as part of a package of measures by the Highways & Road Safety Sub-committee on 23 August 2001.

    The report also details responses to a formal consultation on traffic management measures along the Bath Road/Beargarden Road corridor, which were approved by the Executive on 22 January 2002.

    The Committee is RECOMMENDED to:

          1. authorise implementation of the prohibition of right turn movements at the north entrance and exit of the North Bar east car park and the north and south exit/entrance of the North Bar west car park as shown in Annex 1 to this report;
          2. approve the introduction of the 75mm high raised platforms along the Bath Road/Beargarden corridor as shown in Annex 3.

  7. Carterton - A40 Link Road – Submission of Side Roads Order
  8. Report by Director of Environmental Services (TIC6).

    The Carterton-A40 Link Road will link North East Carterton with the B4477 Minster Road north of Brize Norton village, thereby providing a bypass of Brize Norton for the main Carterton-A40 route. It will be financed by the developer of North East Carterton in accordance with an agreement made under Section 106 of the Town and Country Planning Act 1990 which requires that the link road should be open to traffic before the number of occupied dwellings in the North East Carterton Development reaches 400.

    As two existing roads will have to be permanently diverted locally when the link road is built it will be necessary for the County Council as the Highway Authority to exercise its powers under the Highways Act 1980 to make a Side Roads Order and submit that Side Roads Order to the Secretary of State for Transport for confirmation.

    The Committee is RECOMMENDED to authorise the publication and submission to the Secretary of State for confirmation of a Side Roads Order to enable the construction of the Carterton-A40 Link Road to proceed.

  9. Oxfordshire County Council (Charlbury, Dyers Hill) (Prohibition and Restriction of Waiting) Order 200*
  10. Report by Director of Environmental Services (TIC7).

    The report considers the results of a formal consultation on a Draft Order to ban parking on Dyers Hill in order to overcome problems caused by rail commuter parking. The report concludes that an amended Draft Order be re-advertised to address the concerns of local residents about the Order as first advertised.

    The Committee is RECOMMENDED to approve that an amended draft Order be readvertised to:

          1. provide permitted parking on the north side of Dyers Hill from its junction with Church Lane for a distance of 50 metres between the hours of 18.00 and 08.00 on Monday to Saturday; and
          2. ban parking on one side of Church Lane between the hours of 11.00 am and 12.00 noon Monday to Saturday, and between 2.00 pm and 3.00 pm on the other side.
  11. Oxfordshire County Council (Oxford, Chipping Norton) (Prohibition and Restriction of Waiting) Order 200*
  12. Report by Director of Environmental Services (TIC8).

    One of the main concerns in Chipping Norton is the lack of parking for residents in the older parts of the town where there is no facility to park off street. The proposals have arisen predominantly from requests received from residents of Chipping Norton and the Town Council. The report considers comments received during a formal consultation on proposals to alleviate the problem. The proposed restrictions will free up space on the carriageway to provide small areas for residents of these older style properties to park during the evenings and weekends and eliminate parking in certain areas, which is currently causing obstruction and concern for some emergency service vehicles and for household waste collection vehicles.

    It is RECOMMENDED to authorise the Director of Environmental Services to agree the final form of the Order subject to including the minor modifications referred to in the report and to make the Order accordingly.

  13. Woodstock (Vermont Drive) (Prohibition and Restriction of Waiting) Order 200*)
  14. Report by Director of Environmental Services (TIC9).

    The report considers the results of informal consultations carried out by Woodstock Town Council on a scheme to ban parking in Vermont Drive to alleviate problems created for the bus service and to improve access into the residential estate served off this road. The report concludes that formal consultations should be carried out on an amended scheme to address the concerns expressed by local residents.

    The Committee is RECOMMENDED to authorise Woodstock Town Council to proceed with the formal consultation process on the amended proposals as indicated on drawing Number Vermont.TRO/002.

  15. Milton: High Street Traffic Calming
  16. Report by Director of Environmental Services (TIC10).

    The report considers the results of consultation carried out by Milton Parish Council into proposals for traffic calming on High Street and Sutton Road, Milton and seeks approval to proceed with implementation of the scheme.

    The Committee is RECOMMENDED to approve implementation of the scheme described in this report and that speed checks be carried out before and after implementation to determine its effectiveness, subject to consideration at a subsequent meeting of any objections which may arise from the public consultation on the vertical deflection elements of the Scheme.

  17. Bayworth, Sunningwell to Abingdon Cycle Route
  18. Report by Director of Environmental Services (TIC11).

    The report details proposals to improve cycling and walking facilities between Bayworth, Sunningwell and Abingdon which were the subject of a public exhibition in Sunningwell on 8 August this year. It also summarises the views of those who attended (using the results of the exhibition questionnaire survey). The majority of the people who completed questionnaires were in favour of introducing improved facilities for cyclists and pedestrians. The local Parish Council, local County Councillor and the local Member of Parliament have all expressed support for the proposals. On the basis of this support and the potential of the scheme to provide for a significant number of cyclists and pedestrians, the Committee is being asked to approve the commencement of detailed design work based on the most popular option presented at the exhibition.

    The Committee is RECOMMENDED to:

          1. note the results of the questionnaire survey as showing significant support for the scheme;
          2. approve Option 1 for the section between Bayworth and Sunningwell, for the reasons set out in the report, together with the new refuge crossing on Dunmore Road, as a basis for detailed design; and
          3. authorise the Director of Environmental Services to implement the scheme subject to it being included in a future capital programme.
  19. Botley Road Corridor Study
  20. Report by Director of Environmental Services (TIC12).

    The report sets out the results of the public consultation carried out in September 2002 on improvements to pedestrian and cycle facilities in Botley Road, Oxford. In view of the significant support for the proposed measures the report recommends implementation of the scheme.

    The Committee is RECOMMENDED to approve the implementation of the changes to the Botley Road pedestrian and cycleway facilities as described in the report and shown in Annex 1 to the report.

  21. George Street, Oxford – Experimental Traffic Orders
  22. Report by Director of Environmental Services (TIC13).

    Following a review of the traffic management arrangements in George Street, early 2001, experimental Traffic Regulation Orders were introduced. The review was undertaken to address delays experienced by bus operators on this section of the bus priority route and by delivery vehicles in finding adequate kerbside space to undertake deliveries. The report reviews the experimental orders.

    The Committee is RECOMMENDED to:

          1. agree that the experimental Traffic Orders outlined in Annex 1a and 1b be confirmed and made permanent; and
          2. request that the City Council undertake the formal consultation in order to reduce the operating hours of the Hackney Carriage stand in George Street, as outlined in paragraph 7 of the report.
  23. New Cycle Parking Measures, Oxford
  24. Report by Director of Environmental Services (TIC14).

    The report sets out the results of the public consultation carried out in September 2002 on the proposed implementation of new cycle parking facilities in Oxford and recommends going ahead with those proposals where there have been no objections and continuing with further investigations at other sites.

    The Committee is RECOMMENDED to approve the implementation of the new cycle parking measures as listed in Annex 1 to the report.

  25. Stopping Up of Highway – Off Newlands Avenue Didcot
  26. Report by Director of Environmental Services (TIC15).

    The report seeks approval to delegate powers to South Oxfordshire District Council to stop up old highways off Newlands Avenue, Didcot. When this area was redeveloped some years ago no action was taken to extinguish the highway status over the old roads and the District Council are now seeking to do this at their own expense.

    The Committee is RECOMMENDED to authorise arrangements for the discharge by South Oxfordshire District Council of the County Council’s functions under section 116 of the Highways Act 1980 to enable them to make application to the Magistrates for the stopping up of the old highways shown on drawing No. 786/G154, subject to the terms of the undertaking given by the District Council and referred to in paragraph 3 of the report.

  27. Grove, Oxford Lane - Traffic Calming
  28. Report by Director of Environmental Services (TIC16)

    Consultations have been carried out on a traffic-calming scheme for Oxford Road, Grove, which has been included in the 2002/2003 Community Safety (Transport) programme. The scheme includes footway build-outs, speed cushions, and a double mini roundabout on a raised table at the junction of North Drive and St John’s Road.

    Following initial consultation the scheme has been modified by replacing the footway build-outs with speed cushions. A formal consultation on the speed cushions and mini roundabout resulted in only two objections, both making the same point.

    The Committee is RECOMMENDED to authorise the Director of Environmental Services to proceed with the implementation of the modified scheme as shown in Annex 2 to the report.

  29. Henley Market Place, Management Agreement
  30. Report by Director of Environmental Services (TIC17).

    The report seeks approval for the County council to enter into an agreement with the Henley Town Council for them to issue licences and permits and manage highway activities in and around Henley Market Place following completion of the environmental improvement works.

    The Committee is RECOMMENDED to approve that the County Council enter into an agreement with Henley Town Council for them to manage highway activities in and around Henley Market Place.

  31. Thame, Park Street – Pelican Crossing and Traffic Calming
  32. Report by Director of Environmental Services (TIC18).

    The report considers the provision of a humped Pelican crossing on Park Street, Thame, for the benefit of pupils at John Hampden School. It would be constructed about four metres west of the existing flat-top humped uncontrolled crossing near the main pedestrian entrance to the school (which would be removed) together with a proposed narrowing about 50 metres to the east.

    The Committee is RECOMMENDED to authorise the Director of Environmental Services to proceed with implementation of the scheme.

  33. Thame, Aylesbury Road - Traffic Calming and Pelican Crossings

Report by Director of Environmental Services (TIC19).

Informal consultation has been carried out on a proposed traffic calming and Pelican crossings single scheme on Aylesbury Road, the most heavily trafficked road in Thame, except for the A418 section of the Ring Road. The traffic-calming element of the scheme has been included in the 2002/03 Community Safety (Transport) programme. The two Pelican crossings, which will be capable of future conversion to toucans so that cyclists will be able to use them, are planned for construction at the same time within the length of road which is to be traffic-calmed. One of them is in the 2002/03 Better Ways To School highway schemes programme, and the other will be partly funded from the Cycling schemes budget.

The Committee is RECOMMENDED to authorise the Director of Environmental Services to proceed with the implementation of the proposed measures.

20E. Bus Subsidies

The report describes bus services for which subsidy agreements run out shortly or for which changes are suggested.

In some cases tenders have been invited for the continuation of the services concerned or de-minimis prices quoted where relevant. These, plus reports on other proposed changes, will be reported subsequently to the Committee.

The financial position of the bus subsidy budget is described in the report.

The Committee is RECOMMENDED to make its decisions on subsidy for services described in this report on the basis of the prices contained in exempt Annex 3 to be reported subsequently.
