HENLEY MARKET PLACE, MANAGEMENT AGREEMENT

Introduction

  1. The contract for the environmental improvement of the Market Place, Falaise Square and areas adjacent to the Town Hall in Henley started on 12 August 2002. Works are expected to be completed by the end of January 2003.
  2. On completion of the scheme the Market Place will provide an attractive environment, conducive to organised events and recreational activity, and waiting restrictions will be put in place to regulate the use of the area.
  3. Management Responsibilities

  4. For the restrictions to be effective and for the improved area to be used to maximum advantage, it will be necessary for permits and licences to be issued and for events to be managed.
  5. Henley Town Council have requested that they be authorised to carry out such management duties on the County Council’s behalf and they wish to enter into a formal agreement with the County Council to that effect.
  6. Such an agreement would be to the benefit of both authorities, giving control of local issues to Henley Town Council and removing a small but inconvenient administrative burden from the County Council’s Southern Area Office. The Area Engineer fully supports the agreement.
  7. A draft agreement is being drawn up by Legal Services for consideration by Henley Town Council and a copy will be made available at the meeting. The broad heads of the agreement are attached at Annex 1.
  8. Financial and Staff Implications

  9. A small amount of staff time will be freed up to allow area office staff to concentrate on other issues.
  10. It is not proposed that any fee be paid to Henley Town Council for management duties.
  11. RECOMMENDATION

  12. The Committee is RECOMMENDED to approve that the County Council enter into an agreement with Henley Town Council for them to manage highway activities in and around Henley Market Place.
