Proposed traffic measures to facilitate public transport.

The Cabinet Member for Highway Management AGREED to approve as advertised a bus stop clearway on Oxford Road approximately 30 metres north of Dudgeon Drive at Littlemore.

Proposed traffic measure to facilitate amenity of residents.

The Cabinet Member for Highway Management AGREED to approve the following proposals as advertised:

a.    ‘No Waiting at Any Time’ (Double Yellow Lines) restrictions on St. Johns Street (Dunkin’s Close);

b.    Introduce permit holders only parking spaces on St.Johns Street (Dunkin’s Close); and

c.     Make changes to permit charges and rules in Cherwell District, including limits on permits per resident/property, visitor permit allocation, and charges of £66 per permit per annum.

To seek approval of a proposed 20mph speed limit.

The Cabinet Member for Highway Management AGREED to defer the proposed introduction of 20mph and 30mph speed limits in Abingdon for the next meeting, 23 March 2023, to enable further consultation on this issue.  

To seek approval for the draft Abingdon Local Cycling and Walking Infrastructure Plan.

To seek approval of proposed waiting restrictions.

The Cabinet Member for Highway Management AGREED to:

a)    Approve the proposed waiting restrictions at Regent Drive area (Hanborough Park) Long Hanborough; and

b)    Instruct officers to prepare a plan for an extended length of no waiting at any time restrictions to be prepared and consulted on.

To seek approval of proposed crossings and cycle track.

The Cabinet Member for Highway Management AGREED to approve the following measures as advertised:

1)    A new zebra crossing on Kennington Road;

2)    A new raised parallel crossing on Kennington Road;

3)    A new non-raised parallel crossing on Whites Lane; and

4)    A new Shared-use footway/cycle track (to be approx. 3 metres wide) on the east side of Kennington Road, and the west side of Whites Lane.

a)    A 20mph speed limit on Bailey Road, Bennett Drive, Fivash Close, Davies Road, George Parish Road, Hall Close, Harris Close, Longley Crescent, Tony Humphries Road, Upton Close and Wilson Road; and

b)    ‘No waiting at any time’ parking restrictions (double yellow lines) at Wilson Road & Longley Crescent.

To approve a proposed pedestrian and pedal cycle provision as part of approved retail development.

To formally commit the County Council to participate in the pan regional partnership.

Recommendations amended and approved as follows:

a)          Agree that the County Council will be a participant in the proposed pan-regional partnership for the Oxford to Cambridge area subject to recommendation b;

b)          To engage positively and proactively with the proposed pan-regional partnership's shadow board to establish the governance structure, leadership and constitution. Prior to accepting formal membership of the pan-regional partnership, the Leader and Chief Executive will bring back to a future Cabinet meeting the set of guiding principles, covering both governance and this Council’s objectives for its participation in the partnership.

To approve updated and revised policy and guidance, support proposed action and approach, endorse a call for more trial sites.
