PERFORMANCE MANAGEMENT: FOURTH QUARTER REPORT PROGRESS AGAINST PRIORITIES AND TARGETS

Introduction
1. This quarterly report shows our performance against the key targets contained in the Council’s Balanced Scorecard at the end of the fourth quarter 2007/2008.
Corporate Scorecard Summary
2. Annex 1 (Annexes 1 - 3 - download as .xls file) provides an overall summary and uses the traffic light system to show progress within the four blocks: Customer, Finance, Process and People. The criteria used are on page 3 of Annex 1. Key issues are reported by exception.
3. The numbers of red, amber and green targets are totalled at the top of each block with any red or amber targets listed below along with those targets for which information is not available. For reference, the full list of current priorities and targets which make up the scorecard is shown in Annex 3 (Annexes 1 - 3 - download as .xls file).
4. Annex 2 (Annexes 1 - 3 - download as .xls file) contains a table, which provides commentary on the status of those targets that are either red or amber or have information pending.
5. Performance at year end is encouraging with more than 80% of targets for which information is available on track at the end of quarter four compared to 75% at this stage last year.
RECOMMENDATION
6. The Cabinet is RECOMMENDED to note the report.
