OXFORD LONDON ROAD CORRIDOR SCHEME AND SUMMERTOWN SHOPPING AREA STREET ENVIRONMENTAL SCHEME

 

Report by Head of Transport

 

Introduction

 

1.                  The London Road Corridor scheme (Pullens Lane – Osler Road ) and the Summertown shopping area street environmental scheme are included in the Oxfordshire County Council’s Local Transport Programme for 2006-2011.

 

2.                  Both schemes have been the subject of public consultation exercises and the design has developed to a stage where a more detailed cost estimate has now been produced.

 

3.                  Financial Procedure Rules require a detailed project appraisal to be undertaken for all capital projects that exceed £1,000,000 and submitted to Cabinet for approval.

 

4.                  This report seeks approval to the Detailed Project Appraisals for the schemes shown below.

5.                  This is the first section of the London Road Corridor to be developed to make bus journeys quicker and more reliable and improve road safety for all users.

 

6.                  The scheme was the subject of a public consultation process and Transport Decisions Committee approved the final design on 6 September 2007 .

7.                  The scheme seeks to tackle congestion by creating half-width bus lay-bys at two existing bus stops. This will reduce the impedance to through traffic, improve pedestrian facilities with the construction of a new pedestrian crossing and introduce a 20mph limit over the whole route. The scheme also seeks to improve the street environment through the use of quality surface materials to footway areas and the de-cluttering of unnecessary street furniture.

 

8.                  The scheme was the subject of a public consultation process and the Cabinet Member for Transport approved the final design on 29 March 2007 .

 

Financial Implications

 

9.                  The London Road Corridor ( Pullens Lane Osler Road ) scheme is estimated at £3.219m including fees. Funding has been allocated from the Capital Programme for the financial years 2006/07 to 2009/10 and comprises of Supported Capital Expenditure (SCE) and developer funding. The programmed start of construction is June 2008. A full assessment of the funding is shown in Annex 1 (download as .doc file) Project Appraisal No H188 attached to this report.

 

10.             The Summertown Shopping Area Environmental scheme is estimated at £1.482m including land and fees. Funding for the scheme has been identified in the Capital Programme from 2006/07 through to 2009/10. This is made up from SCE sources and developer contributions. A full assessment of the funding is shown in Annex 2 (download as .doc file)Project Appraisal H187 attached to this report.

 

RECOMMENDATION

 

11.             The Cabinet is RECOMMENDED to:

 

(a)               approve Project Appraisal H188 for the London Road Corridor ( Pullens Lane to Osler Road ) scheme; and,

 

(b)              approve Project Appraisal H187 for the Summertown Shopping Area Environmental Scheme.
