  7. Proposed Pedestrian Crossing and Traffic Calming

    Report by Assistant Director (Transport Development) (TIC5).

    The report details the result of a formal consultation on proposals for a traffic-calming scheme for Queens Road, Thame, as part of the Better Ways to School scheme for Lord Williams Lower School on Towersey Road. As well as providing traffic calming, two of the features provide crossing points in the form of a raised Zebra crossing to the east of Towersey Road and a full width flat top hump by Seven Acres.

    The Committee is RECOMMENDED to approve the implementation of the scheme as set out in Annex 1 to the report.

  8. A329/B480 Route Action
  9. Report by Assistant Director (Transport Development) (TIC6).

    The report considers proposals for a 50mph speed limit outside existing villages from Grenoble Road, Blackbird Leys, to the M40 junction 7. The Traffic Regulation Order has been subject to formal consultation with one objection received.

    The Committee is RECOMMENDED to authorise the making of the 50mph Traffic Regulation Order as set out in the report.

  10. Cow Lane Underpass, Didcot
  11. Report by Assistant Director (Transport Development) (TIC7).

    On approving the One-Way Order in May 2001 members were aware of the restriction being placed on cyclists and pedestrians using the underpass. Network Rail were commissioned to identify a location for a new subway as close as possible to the existing Cow Lane underpass.

    The report details the findings of Network Rail’s investigation and recommends referring the project to the Didcot Area Integrated Transport Study Steering Group for their consideration on how to proceed.

    The Committee is RECOMMENDED to:

          1. confirm that a new subway to be located immediately parallel to Cow Lane is considered to be a satisfactory and feasible solution to improving cycle and pedestrian links between Ladygrove and Didcot town centre; and
          2. refer the project to the Didcot Area Transport Study Steering Group for their consideration as to whether the principle for the two-way cycle link at Cow Lane is supported and, if so, for the Steering Group to determine which option should be included in the draft Didcot Integrated Transport Strategy to be recommended to the Executive for approval following local consultations.

  12. Proposed Waiting Restriction in Westbury Crescent, Oxford
  13. Report by the Assistant Director (Highway Management) (TIC8).

    The report considers responses received to a formal consultation on proposals to introduce a 24 hour waiting restrictions on one side of a short length of Westbury Crescent. The amended waiting restrictions as proposed will prevent the necessity for vehicles to reverse onto a main road and improve the passage for emergency service vehicles and the local refuse collection vehicles.

    The Committee are RECOMMENDED to proceed with the making of the Order, as advertised.

  14. Better ways to Scholl: Steeple Aston, Dr Radcliffe’s School
  15. Report by the Assistant Director (Transport Development) (TIC9).

    A series of measures have been identified that involve changes in and around the school entrance and the improvement of footway facilities on the approach to the school along Paines Hill. Following public consultation no objections were received to the proposals at the school site although objections were received for other elements of the proposals elsewhere. In order to make use of the school holiday period authority is now being sought to implement the works at the school site only.

    The Committee is RECOMMENDED to approve the proposals for measures to encourage safer travel to Dr Radcliffe’s School, Steeple Aston as shown on drawing BPN742/10/B3256A.

  16. Oxfordshire County Council Witney (Dark Lane and Moor Avenue, Witney) (Prohibition of Motor Vehicles) Order 200*

Report by Assistant Director (Transport Development) (TIC10).

The report reviews the comments and objections received during the formal consultation on traffic management proposals for Moor Avenue and Dark Lane, Witney.

The Committee is RECOMMENDED to approve the making of the Order as set out in Annex 2 subject to the construction of the West End Link Project.

Exempt Items

The meeting will be invited to resolve to exclude the public for the consideration of the following exempt items (marked E) by passing a resolution in relation to each item in the following terms:

"that the public be excluded during the consideration of the following items in the Agenda since it is likely that if they were present during those items there would be a disclosure of "exempt" information as described in Part I of Schedule 12A to the Local Government Act, 1972 and specified below each item in the Agenda".

  1. Proposed Abingdon-Witney Bus Service

The report details the current situation in respect of the potential new Abingdon-Witney bus service. A resolution of the Executive on 4 September 2002 instructed officers to seek its implementation as a Rural Transport Partnership project (with major funding from the Countryside Agency) and to negotiate with Abingdon-Witney College for a suitable contribution. Support for this project has been secured from the local Rural Transport Partnerships Steering Group and a formal application has now been submitted to the Countryside Agency.

The Executive has agreed that Oxfordshire County Council would contribute to this ground-breaking project and the application together with the business plan are appended to the report in order to enable the Committee to agree its contribution. At the same time, the position regarding the future of a subsidised bus contract (Wallingford-Abingdon) is detailed. It is proposed that this service be linked with the potential Abingdon-Witney service if Countryside Agency funding is obtained. Otherwise a new contract will need to be entered into, for which tenders are currently being obtained.

(Information Exempt in that it relates to:

the amount of any expenditure proposed to be incurred by the authority under any particular contract for the acquisition of property or the supply of goods or services;

the financial or business affairs of any particular person (other than the Authority)).

The Committee is RECOMMENDED:

          1. to agree to pay a subsidy as detailed in the business plan financial information set out in exempt Annex 2 for the period terminating 28 October 2006 as the County Council’s contribution towards the provision of the Rural Transport Partnership project for a Abingdon-Witney bus service, subject to the Countryside Agency (CA) agreeing a substantial financial contribution to the project;
          2. subject to the acceptance of (a) and the bid to the CA being successful, to accept the integration of the operation of contract PT/S69 with the new Abingdon-Witney service with no increase in price or fundamental loss of service; and
          3. should (a) above not be accepted or in the event of the CA not agreeing the Rural Transport Partnership bid, to make its decision on subsidy for the continuation of contract PT/S69 until 3 July 2004 with a probable increase in cost on the basis of the tender prices to be reported orally at the meeting.
