CONSTITUTION

Report by the Monitoring Officer

  1. The change to political control of the Council by a single Group will necessitate a number of consequential changes to the Council’s established practices and procedures. I have been advised by the Majority Group of a number of specific changes they would wish to see. Attached as Annex 1 (download as .doc file) is a schedule of the amendments to the Constitution which would be necessary to effect these changes.

  2. The changes respond principally to the expressed intention of the Majority Group to assume the chairmanships of all committees, with the reshaping of the former portfolios of the Executive (now proposed to be re-named "the Cabinet") and consequential changes to the remits of the Security Committees. There is also a proposal to distribute Best Value functions between the Scrutiny Committees, with the former Best Value & Audit Committee freed to concentrate on its audit functions and renamed accordingly.
  3. RECOMMENDATION

  4. The Council is RECOMMENDED to consider the changes to the Constitution set out in Annex 1 (download as .doc file) to the report, and if agreed adopt them with immediate effect.
