Members are asked to sign the attendance book which will be available in the corridor outside the Council Chamber. A list of members present at the meeting will be compiled from this book.

After the election to Chair and to Vice-chair, the Council will adjourn in order that the formal group photograph can be taken – advice on where to go for the photograph will be given at that time.

  10. Constitution

(a) Monitoring Officer

Mr C J Impey, the Council’s Assistant Chief Executive & Monitoring Officer, is retiring in June 2005. The appointment of a new Monitoring Officer can only be made by the Council. It is proposed that this be done by designating an existing officer, the Solicitor to the Council, to assume that role with the existing delegated functions of the Assistant Chief Executive & Monitoring Officer distributed between him and the Head of Democratic Services.

The Council is RECOMMENDED to:

(a) appoint the Solicitor to the Council as the Council’s Monitoring Officer with immediate effect; and

(b) authorise the discharge of the functions of the Assistant Chief Executive & Monitoring Officer listed in the Schedule to Section L of the Constitution by the Head of Democratic Services, save for the following to be discharged by the Solicitor to the Council & Monitoring Officer:

    • paragraph (1)B(b): functions of monitoring officer;
    • paragraph (1)B(g): notice of reports from Local Ombudsman;
    • paragraph (1)B(j) (subject to deletion of the reference to consultation with the Solicitor to the Council) approval of operational policies and procedures.

    (b) Any Other Changes

To consider any changes to the Council’s Constitution in the light of the outcome of the election.(CC8(b))

  1. Appointments
    1. To appoint to:-

      1. the office of Leader of the Council;
      2. the office of Deputy Leader of the Council;
      3. the office of Leader of the Opposition.

    2. To agree the number of members to be appointed to the Executive and to appoint those members.
    3. To review the political balance on Scrutiny and other Committees and to appoint members to them. (CC9(c))

At the conclusion of the Council’s proceedings all members are asked to remain in their seats in the Council Chamber while Committees meet for the purpose of electing their chairs and deputy chairs.
