The decision will accurately identify and confirm the Bridge Scheme, the SRO Order and the CPO requirements of the HIF1 project.
The reasons for the decision are expressed in the Cabinet report.

c) Authorise the Director of Law & Governance to amend and finalise the draft Joint Statement of Reasons for the Bridge Scheme, the SRO and the CPO;

d) Authorise the Director of Law & Governance to make the Bridge Scheme, the SRO and the CPO and to subsequently advertise them and submit them to the Secretary of State for confirmation.

Further to the delegations set out above, delegated decisions are taken as follows:
• to amend and finalise the draft Joint Statement of Reasons for the Bridge Scheme, the SRO and the CPO; and
• to make the Bridge Scheme, the SRO and the CPO and to subsequently advertise them and submit them to the Secretary of State for confirmation

As a result, the Council is to proceed with making the SRO, CPO and Bridge Orders for the HIF scheme as documented within associated appendices.

(b) Approve the CPO, the Order Map, the SRO, the accompanying Plans and the Bridge Scheme all substantially in the form annexed to the Cabinet report but to delegate to the Director of Transport and Infrastructure following consultation with the Director of Law & Governance, authority to modify them as necessary, including in relation to the CPO to be in a modified form of such lesser land as in the opinion of the Director of Law & Governance be appropriate;

Further to the delegation set out above, a delegated decision is taken to approve the Side Roads Order including plans and schedules, Compulsory Purchase Order including map and schedules, Bridge Scheme Plan and Order.

Following consultation with the Director of Law & Governance, it is concluded that the modifications made are of a reduced community/land impact (total) than presented on 19th July 2022 Cabinet Meeting.

As a result, the Council are to proceed with making the SRO, CPO and Bridge Orders for HIF1 as documented within associated appendices.

Certain information is to be made exempt until the CPO is formally made and submitted to the Secretary of State.

2)    Approve amendment of the proposals for permit holder bays as follows:

a.    Park Street, Nelson Street and North Street (except outside the Library) – are introduced as permit holder only bays.

b.    Current plans for permit holder bays or Pay and Display and permit holders are amended for High Street (plan 1), Upper High Street (including. outside the war memorial) – to be introduced as dual purpose bays – retaining the current 2-hour limit (non-permit holders) and including exemptions for permit holders.

 

3)    Approve to put ON HOLD proposals for the introduction of Paid parking bays in central Thame to allow further work on linking plans with emerging transport and movement strategies. To be undertaken in discussion with the Town Council and be completed within a 6-month period.
