Questions from County Councillors

Any County Councillor may, by giving notice to the Proper Officer by 9 am two working days before the meeting, ask a question on any matter in respect of the Cabinet Member’s delegated powers.

 

The number of questions which may be asked by any Councillor at any meeting is limited to two questions (or one question with notice and a supplementary question at the meeting). The time for questions will be limited to 30 minutes. in total. As with questions at Council, any questions which remain unanswered at the end of this item will receive a written response.

Petitions and Public Address

For hybrid meetings:

 

Members of the public who wish to speak at this meeting can attend the meeting in person or “virtually” through an online connection.  In line with current Government advice, those attending the meeting in person are asked to consider wearing a face-covering.

Warneford Lane: proposed waiting restrictions pdf icon PDF 698 KB

Executive Summary

At the Cabinet Member for Highway Management Decisions meeting on 27, January 2022 approval was given for the introduction of no waiting at any time restrictions on the full length of both sides of Warneford Lane in conjunction with enhanced provision for pedal cyclists as part of the wider Quickways programme. However, it was subsequently noted that the consultation documents were incomplete in respect of these specific proposals, requiring a further consultation on the proposals as shown in Annex 1.

 

Recommendation

The Cabinet Member for the Highway Management is RECOMMENDED to approve the proposed waiting restrictions at Warneford Lane.

Minutes:

The Cabinet Member for Highway Management considered a report by the Corporate Director, Environment and Place presenting in which it was noted that, at the Cabinet Member for Highway Management Decisions meeting on 27, January 2022, approval had been given for the introduction of no waiting at any time restrictions on the full length of both sides of Warneford Lane in conjunction with enhanced provision for pedal cyclists as part of the wider Quickways programme.

However, it was subsequently noted that the consultation documents were incomplete in respect of these specific proposals, requiring a further consultation on the proposals shown in Annex 1 of the report.

The Cabinet Member for Highway Management was RECOMMENDED to approve the proposed waiting restrictions at Warneford Lane.

Councillor Bearder noted that this item had come back for decision following notification by residents that there had been a failure to adhere to the correct procedure in the initial consultation. He thanked residents for drawing this matter to the attention of the Council, noting that it was worthwhile to ensure that the correct procedures had been followed.

Having heard representations on the proposals, Councillor Bearder, referring to his own experiences as a cyclist on Warneford Lane, stated he concurred with the points made by the speakers, and it was his opinion that his initial decision to approve the proposals was the correct decision.

DECISION: to approve the recommendations as set out in the report.

Having heard the representations, Councillor Bearder thanked the Parish for its input to the proposals that were before him which, he proposed, would greatly benefit the village. He stated there were a handful of villages, of which Eynsham was one, which were leading the way in the introduction of the Council’s wider “Safer Pace Safer Place” policy of introducing 20 mph zones across Oxfordshire.

This report presents responses received to a statutory consultation on the proposed introduction of a 20mph speed limit on the A422 Stratford Road at Banbury as shown in Annex 1.

Councillor Bearder thanked Councillor Mark Cherry, the local member for Banbury Ruscote, for his work on these proposals noting that there were plans to develop the wider Banbury scheme as part of the “20’s Plenty” project. He also noted that this proposal had been brought forward because there was a large school within the area of the proposed 20 mph speed limit.

Ambrosden: A41 & Ploughley Road Junction - Turning Prohibitions at Junction and Pbus Stop Clearway pdf icon PDF 1 MB

Executive summary

This report presents responses received to a statutory consultation on a proposal to introduce turning restrictions at the A41 junction with Ploughley Road in conjunction with the signalisation of the junction, and also a bus stop clearway as shown in Annex 2, as a result of the development of adjacent land. It should be noted that that additionally a proposal to introduce a 40mph speed as shown in Annex 1 which is complementary to these proposals was approved at the Cabinet Member for Highway Management decisions meeting on 24 March as part of a package of speed limit changes in the Bicester area. 

 

Recommendation

The Cabinet Member for the Highway Management is RECOMMENDED to approve the proposed 40mph speed limit on the Ploughley Road and the prohibitions of turning movements at the A41 junction with Ploughley Road.

Councillor Bearder noted that the report author was not present at the meeting but that he had spoken with Councillor Calum Miller, the local member for Otmoor, who had raised several questions about the proposal. In particular, he had asked for more information on –

(i)    The justification for the turning restrictions;

(ii)   The seven-month duration of the works;

(iii) How the proposals fitted in with the Local Cycling and Walking Infrastructure Plan (LCWIP); and

(iv) The functioning of the proposed diversion regarding the safety of the Blackthorn Road arrangements.

 

DECISION: to approve the recommendations set out in the report subject to -

1.     Councillor Miller being satisfied with information provided to him by officers in response to the points he had raised; and

2.     Officers arranging a meeting with the AmbrosdenParish Council and Thames Valley Police, both of whom had objected to the proposals, to explain the rationale behind the proposals.

Executive summary

This report presents responses received to a statutory consultation on the proposed introduction of a 20mph speed limit at East Hagbourne as shown in Annex 1.

 

Recommendation

The Cabinet Member for Environment is RECOMMENDED to approve the proposed introduction of a 20mph speed limit as advertised.

Councillor Bearder thanked all those persons who had worked on this proposal, noting that the proposed speed limit did not extend to the whole of the village and that work could be done to reduce the remaining 30 mph speed limit to 20 mph when considering the speed limits applicable to Didcot.

DECISION: to approve the recommendations set out in the report.
