  • Desk-based review of papers and on line research into existing historical, philosophical and social science work into faith schools, conducted by the consultant;
  • Desk-based review of current central government thinking, legislation and policy, with the support of the Department for Education and Skills, and comparisons with other authorities, conducted by the Education Department or a consultant;

Person Days:

  • Collation and analysis of existing research: 15 days (+5-10 days for writing briefing paperExpenditure: £5,800-£7,000
  • Consultation with experts (pay for their time). It is likely that much of the analysis of original research would be carried out by external experts.= 90 days total £19,300-£20,500

Barriers/ dangers/ risks

  • This project requires considerable background research, and the person and time to undertake the research, to provide digestible input to the members undertaking the review. This person will need to be available for this research, and academically able and willing.

Key Stages in the Project

  • July 2002 – Review Scoped by Review Panel;
  • July 2002 – Scoping document to Learning and Culture I'm not sure we'll have this ready for L&C on 16/7, but let's leave these dates in for now;
  • August, September 2002 –Review Panel to identify possible consultants to service the review into existing historical, philosophical and social science work into faith schools, and Education Department to identify staff to compile the briefing document on the technical requirements of new legislation in the area;
  • September 2002 – Review to Coordinating Group;
  • September 2002 – Review starts;
  • October 2002 – Meet with potential consultants who will carry out the substantive work;
  • November 2002 – consultants start work on analysis of existing research;
  • March 2003 – interim consultants report back to review panel;
  • June 2003 – final consultants report back to review panel, with report from Education Department on technical requirements of new legislation;
  • September 2003 – delivery of final report to Learning and Culture; recommendations to the Executive.
  • October 2003 – possible publication of final report, to make the research and observations available to other authorities and to the DfES.
