OXFORDSHIRE 2030: A PARTNERSHIP PLAN FOR IMPROVING QUALITY OF LIFE IN OXFORDSHIRE

Introduction
1. Oxfordshire 2030 is the sustainable community strategy for the county. It has been developed by the Oxfordshire Partnership and sets out a long-term vision for improving quality of life for all our residents and businesses. The strategy is attached at Annex 1 (download as .doc file).
2. The strategic objectives of the strategy are :
(a) A World Class Economy (b) Healthy and Thriving Communities (c) Environment and Climate Change (d) Reducing inequalities and breaking the cycle of deprivation
3. The strategy is supported by a Delivery Plan (attached at Annex 2 (download as .doc file)) that sets out targets and priorities for the next three years and in the longer-term. These include the targets established by the new Oxfordshire Local Area Agreement 2008-2011.
Next Steps
· 23 June: The Oxfordshire Partnership will consider whether to agree Oxfordshire 2030 for public consultation. · 7 July – 22 September: Public consultation period for Oxfordshire 2030. · 26 November: The Oxfordshire Partnership will consider the final Oxfordshire 2030 following the consultation period.
Implications
4. Corporate Policies. Financial and Legal implications: Oxfordshire County Council (OCC) has a duty to develop and lead the Oxfordshire Partnership, develop a sustainable community strategy and the Local Area Agreement. In doing so it is making a commitment to delivering on the targets that it is partly or largely responsible.
5. Equality and inclusion: a number of the proposed targets in the Delivery Plan are aimed at improving equality and breaking the cycle of deprivation.
6. Sustainability: Oxfordshire 2030 is the county’s strategy for sustainable communities.
7. Risk management: all targets in the Delivery Plan will be the subject of a risk assessment. Risk assessments are a requirement of partnership governance. The Comprehensive Area Assessment will make judgements on OCC’s ability to manage risk and deliver better outcomes by meeting targets with its partners.
RECOMMENDATIONS
8. The Cabinet is RECOMMENDED to support the draft strategy for public consultation.
