Cabinet - 17 April 2007 ADDENDA Item4. Petitions and Public Address The Leader of the Council has agreed the following request to address the meeting:-
Members are asked to note that recommendation (c) to the report at CA5 and to the face of the Agenda has been amended to read as follows: (c) approve the write off of £0.259m bad debts that are no longer recoverable against the balance sheet provision previously made. and that Annexes 4 and 5 to the report CA5 are attached at Annex 2 7. Annual Public Health Report Members are also asked to note that points made at the 12 April 2007 Public Health Group meeting are attached at Annex 3 (download as .doc file). 8. Draft Future First Action Plan 2007/08 and Strategy & Implementation Plan for the Local Authority Carbon Management Programme The Environment & Economy Scrutiny Panel had the following specific points that they would wish to raise with Cabinet: · Kieran Murphy is drafting a letter to the Secretary of State for Transport, urging a relaxation of the regulations, which cover the need for lighting of signs, etc., partly to allow local highway authorities to reduce their carbon emissions from this source. The Panel thought that this letter might have added weight if it came from Keith on behalf of the Cabinet. · The Panel thought that, at the appropriate time, we should publicise the advantages - in terms of reduced light pollution as well as cost and carbon savings - of selectively reducing the amount of street lighting, particularly in some rural locations · The Panel would like to suggest that there be member representation on the Carbon Management Programme Board. 9. Greenmere School, Didcot – Outcome of Formal Consultation The outcome of consultation for report CA9 has been received and a summary is attached at Annex 1 (download as .doc file) Members are also asked to note that in light of the consultation, the following amendment to recommendation (b) has been added to the report at CA9 and to the face of the Agenda: (b) proceed with the publication of statutory notices for the closure of Greenmere Primary School and its replacement by a new Fresh Start school in the existing new school buildings; 13.
Westgate Library Refurbishment Members are also asked to note that the following additional recommendation has been added to the report at CA13 and to the face of the Agenda: (d) delegate authority to the Cabinet Member for Social and Community Services, after consultation with the Head of Cultural & Adult Learning Services and the County Librarian, to agree alternative provision for accommodation if Option B subsequently proves not to be feasible. Members are asked to note that the recommendations to the report at CA15 and on the face of the Agenda have been amended to read as follows: The Cabinet is RECOMMENDED to agree: (a) the principles on which the draft Gender Equality Scheme has been prepared (set out at sections 1 – 3 of Annex 1 to the report) and the method for implementing, reporting on and revising the scheme (section 5 of Annex 1); (b) delegate authority to the Cabinet Member for Change Management to approve a final scheme and detailed action plan based on a set of agreed outcomes for staff and customers; and, (c) that annual progress reports should be submitted to the Cabinet Member for Change Management for consideration in accordance with Appendix 3 to Section E of the Council’s Constitution (Delegated Decisions by Individual Cabinet Members). 17.
