VILLAGE
HALL/COMMUNITY CENTRE GRANTS 2006/2007

Introduction
- The County Council’s
grant scheme for the improvement of village halls and other community
buildings is administered by the Oxfordshire Rural Community Council
(ORCC). This report summarises the applications received and recommends
allocations from the grant fund for 2006/07.
Applications Received
- Twenty applications
were received and were checked against the established eligibility criteria
of the scheme (Annex 1) (download
as .doc file). Notes of each application are in the Members’
Resource Centre.
- ORCC’s grant recommendations
are attached in the table at Annex 2 (download
as .doc file). These have been discussed with ORCC’s Village
Halls Advisory Group consisting of representatives of village hall committees
countywide.
- It is possible
that in a few cases part of a grant recommended for a project will be
needed as third party funding in order to trigger a grant from the Trust
for Oxfordshire’s Environment. This is a productive use of the Council’s
financial support in order to lever in other funds. A note about third
party funding is included in the application notes in the Members’ Resource
Centre.
Progress on grants allocated
in 2004/05 and 2005/06
- All grants allocated
in the years up to 2004/05 have now been claimed.
- Thirteen grants
were allocated in 2004/05 totalling 56,800. Of these all have been claimed
except the one awarded to Little Coxwell, which is due to be claimed
shortly.
- Sixteen grants
were allocated in 2005/06 totalling £62,900. Of these seven have been
claimed (Kelmscott, Salford, Weston-on-the-Green, Great Coxwell, Great
Milton, Harpsden and St. Margaret’s Institute, (North Oxford). A further
four projects are in progress (Duns Tew, North Leigh, Sparsholt and
the Tews).
Financial Implications
- The annual budget
for these grants in 2006/07 is £55,998. Members had already agreed to
earmark £11,000 of this as a further grant in support of the new North
Leigh Memorial Hall project. The grants recommended by ORCC in this
report therefore total £44,998.
- Funds from 2004/05
and 2005/06 budgets are being carried forward to meet the commitments
made to projects approved in those financial years.
RECOMMENDATION
- The Cabinet
is RECOMMENDED to approve the grants proposed in Annex 2 to the report.
