CHERWELL
COMMUNITY PLAN 2016

Background
- There are 6 Local
Strategic Partnerships (LSPs) operating in Oxfordshire, each with its
own Community Strategy. The Cherwell Community Planning Partnership
is the LSP for that area, made up of representatives of Cherwell’s public,
private and voluntary sector organisations, who have come together to
form a partnership to develop and work towards delivering the vision
in the updated Community Strategy for the District – the Cherwell
Community Plan (CCP) 2016 (download as
.doc file).
- Each of the District
Councils has its own LSP and the County Council is part of the countywide
Oxfordshire Community Partnership. Therefore Cherwell is covered by
two community strategies: the updated CCP which addresses Cherwell-specific
issues, and the Oxfordshire Community Strategy which focuses on broader
countywide issues. It is recognised that these strategies should be
complementary and provide added value as there are synergies between
the two. Discussions are taking place to address the relationship between
the strategies with a move towards greater integration of countywide
and district sustainable community strategies.
The updated
Cherwell Community Plan
- The CCP 2016 sets
a long-term vision for Cherwell to 2016 with specific aims and actions
to move towards achieving the vision. The updated plan is due to be
formally launched at the Cherwell Community Planning Partnership meeting
on 16 June 2006. A copy of the Final Draft is circulated to members
of the Cabinet and is available for public inspection.
- The original CCP,
published in 2002, contained numerous short to medium term actions designed
to contribute to raising quality of life in the area. Many of these
actions have now been delivered and the environment in which the partnership
operates has changed a great deal since 2002 e.g. Local Area Agreements.
- The CCP embraces
the vision of sustainable community strategies and works to:
- balance and
integrate social, economic and environmental goals;
- establish priorities
which are sustainable and connected to the anticipated changes in
the local area; and
- address the
area’s long term issues.
- It is recommended
that the Cabinet should support CCP 2016, but with the following riders:
(a)
that the County Council would wish to see a greater integration of
countywide and district community strategies during the life of the
Plan and would wish to pursue this through discussion with the District
Council;
(b)
that the County Council endorses the aims defined in the Plan and
will support delivery of those action points which are relevant to
the County Council’s role and services; and
(c)
that in relation to NHS services (page 14 of the Final Draft) the
County Council wishes to take a countywide view of the need for health
facilities.
Financial
and Staff Implications
- No direct implications
flow from this report. Delivery of actions in relation to the County
Council’s role and services will be subject to allocation of resources
within the respective programmes.
RECOMMENDATION
- The Cabinet
is RECOMMENDED to endorse the Cherwell Community Plan 2016, subject
to the riders set out in the report.
