APPOINTMENTS
Report by
Head of Democratic Services
- Under Section
H of the Constitution the Cabinet is responsible for appointments to
those outside bodies which have been identified by the Cabinet as "strategic"
and "noted as such on a list of all relevant offices and bodies from
time to time presented to and endorsed by the Council". (The Democracy
& Organisation Committee has responsibility for appointments to
other outside bodies.)
- The bodies currently
designated as "strategic" are listed in Annex 1 (download
as .doc file), which also identifies the members appointed to
the respective bodies following the County Council election last year.
The Cabinet is invited to review the existing appointments and to make
any changes which are considered appropriate.
- In relation to
the entry on the Supporting People Commissioning Body, the Executive
on 2 September 2003 agreed that the "Executive Member for Community
Care & Health" should henceforth be the Council’s representative
on that body and should exercise delegated functions appropriate to
that role. The Executive’s decision is reproduced in Annex 2
(download as .doc file), which
also records that the "Executive Member for Children & Young People"
was to act in effect as deputy. For clarity and the avoidance of doubt
it is suggested that the basic ex officio role should now be
described as belonging to the portfolio which includes "Adult Social
Services", to reflect the terminology of current legislation. At the
same time it would seem appropriate to make the deputising arrangements
more flexible.
- It will be noted
that GTE for Oxfordshire remains on the appointments list even though
the scheme on which it had been working is not currently being pursued.
However the company has not been wound up and some further actions are
likely to be required. It is therefore considered that the existing
appointments to the company should be maintained.
RECOMMENDATIONS
- The Cabinet
is RECOMMENDED:
(a) to
make any revised appointments as appropriate in the light of nominations
made by the date of the meeting;
(b) that
the arrangements agreed by the Cabinet on 2 September 2003 (minute
213/03) be varied by the substitution of:
(i) "Cabinet"
for "Executive";
(ii) "Adult
Social Services" for "Community Care & Health"; and
(iii) "Leader
of the Council or such other Cabinet Member as he may designate
be authorised" for "Executive Member for Children & Young
People be appointed as the alternative member of the Executive".
