    The Committee is RECOMMENDED to authorise implementation of the proposed traffic calming scheme in Wheatley Road, Garsington as set out in the plan at Annex 1 to the report.

    The report considers and presents the results of formal consultation on the implementation of traffic calming in Wheatley road, Garsington.

    The Committee is RECOMMENDED to authorise implementation of the proposed traffic calming scheme in Oxford Road, Garsington as set out on the plan at Annex 1 to the report.

  10. Oxford, Short Term Parking

The report details the results of public consultation carried out on proposed short term parking measures in Cornmarket Street, Market Street and St. Thomas Street, Oxford.

The Committee is RECOMMENDED to approve implementation of short term parking measures in:

          1. Cornmarket Street;
          2. Market Street; and
          3. St Thomas Street

  1. Oxford: Headington Quarry Traffic Calming
  2. Report by Head of Transport (TIC8).

    The report details the results of formal consultation carried out on proposals to introduce traffic calming in Headington Quarry.

    The Committee is RECOMMENDED to approve installation of the Headington Quarry traffic calming scheme as detailed on plan TPI/1/140 Rev A.

  3. Oxford: A4142 Eastern Bypass - Proposed 50 mph Speed Limit Outcome of Statutory Consultation

Report by Head of Transport (TIC9).

The multiple fatal accident caused by a car crossing the central reservation has led to calls for safety improvements on this section of the Eastern Bypass. While these calls largely centred on the provision of a safety barrier a 50 mph speed limit, which had proved effective in other locations, was also suggested as a low-cost measure. The report considers the results of a statutory consultation on a proposal to extend the existing 50 mph limit from just south of Risinghurst turn to cover the whole of the Eastern Bypass as far as Heyford Hill Roundabout. There have been nine objections to the proposed 50 mph speed limit. Those concerns are similar to those previously expressed in connection with the annual 50 mph speed limit programme and are based on the assumption that the proposal will be ineffective.

Each year all major routes are reviewed for a 50 mph speed limit with limits placed on the 5 routes with greatest casualty reduction potential. The Eastern Bypass has been a strong contender for several years and monitoring of existing 50 mph limits suggests the proposal would reduce the likelihood not only of another major tragedy but also reduce the number of less serious accidents.

The Committee is RECOMMENDED to:

          1. note the objections and representations received in response to the formal consultation to the proposals as summarised in Annex 1 to the report; and
          2. authorise the Director of Environment and Economy to make the proposed Order for a 50 mph speed limit on the Eastern Bypass as set out in the report.

  1. Oxford, Merrivale Square – Proposed One-way System

Report by Head of Transport (TIC10).

The report considers comments received on a formal consultation on the implementation of a proposal by the Oxford Waterside Residents’ Association to introduce a one-way system in Merrivale Square.

The Committee is RECOMMENDED to agree:

          1. implementation of a one-way system in Merrivale Square, Oxford as set out in the report and Annex 1 to it; and
          2. the signage proposals as set out in Annex 3 to the report.

  1. Lechlade Road, Faringdon – Proposed Traffic Calming
  2. Report by Head of Transport (TIC11).

    The report presents the results of a formal consultation on proposals to implement traffic calming measures on Lechlade Road, Faringdon. The proposals requested by the Faringdon Traffic Advisory Committee also stem from Police concerns regarding excessive speeds along this road, particularly past Faringdon County Infants School.

    The Committee is RECOMMENDED subject to consideration of the results of the additional consultation to be reported at the meeting to authorise implementation of the scheme.

  3. Provision of Bus Stop Clearways – Witney road, Eynsham and George Street, Oxford

Report by Head of Transport (TIC12).

The report sets out proposals to implement 24 hour bus stop clearway restrictions at sites in George Street, Oxford and Eynsham Road, Witney and considers responses received to consultation on the proposals

Problems are often caused for buses in George Street due to private vehicles occupying bus stops outside the existing 7am to 7pm clearway restrictions and Thames Valley Police have raised concerns about obstruction of the traffic flow as a result. The report recommends implementing 24 hour bus stop clearway restrictions at all bus stops in George Street prohibiting any vehicle other than a bus from parking or waiting within the marked bus stop area at any time.

Similarly, in order to reduce traffic conflict outside the entrance to Bartholomew School, Witney Road, Eynsham, it is proposed to relocate the two corresponding bus stops at this location further apart to improve the movement of traffic when both bus stops are in use by marking out a bus stop ‘cage’ on the carriageway with an associated 24 hour bus stop clearway restriction at both stops. This would help indicate the proper stopping position for buses as well as ensuring that they can gain access to the stop at all times.

The Committee is RECOMMENDED to approve the creation of Bus Stop Clearways in:

          1. George Street, Oxford, as described in paragraph 11 in the report and shown on the plan at Annexes 1 and Annex 2;
          2. in Witney Road, Eynsham as described in paragraphs 18 & 20 in the report and shown on the plan at Annex 4.

  1. Oxfordshire County Council (Curbridge Parish)(Speed Limit) (Amendment)Order 200*)
  2. Report by Head of Transport (TIC13).

    The report considers the results of formal consultation on a Draft Order amending the existing speed limit on a stretch of the A4095 through Curbridge village.

    The Committee are RECOMMENDED to approve the making of the draft Oxfordshire County Council)(Curbridge Parish)(Speed Limit) Order 200* subject to correction of the typographical error highlighted by Thames Valley Police in their response to the consultation.

  3. Review of Oxfordshire Transport Co-ordinator Post

Report by Head of Transport (TIC14) (download as .doc file).

The report deals with an application for further funding for the post of Oxfordshire Transport Co-ordinator, a transport-related post currently funded by the County Council but employed by Oxfordshire Community and Voluntary Action (OCVA). Officers have conducted a full review to enable the Committee to make a decision as to future funding of this post.

The Committee is RECOMMENDED:

          1. In the light of its agreement on 2 December 2004 that Oxfordshire Council should in principle continue to fund the post of Oxfordshire Transport Co-ordinator throughout Oxfordshire until 31 March 2008, to agree that funding of up to £36,500 (but with annual adjustments for inflation) should now be released for the remaining two years of that term, to cover the salary, on-costs, accommodation and support costs of the Oxfordshire Transport Co-ordinator;
          2. to continue to vest the post of Oxfordshire Transport Co-ordinator with Oxfordshire Community and Voluntary Action for a further two year period, subject to the outcome and recommendations of the consultation exercise being undertaken by the OVID (Oxfordshire VCS Infrastructure Development) consortium;
          3. in the event that the OVID consortium recommends a material change in the vestment of the Oxfordshire Transport Co-ordinator, to instruct officers to bring to this Committee a report and recommendations to enable members to determine the appropriate actions to be taken;
          4. that the Head of Transport draw up a Service Level Agreement with Oxfordshire Community & Voluntary Action, building upon the Job Summary, Key Responsibilities, Work Programme, and Output Targets already agreed between OCVA and the designated County Council officer;
          5. that officers should be asked to continue the various processes (including one-to-one meetings) proposed and monitor the outputs of the Oxfordshire Transport co-ordinator in line with the Service Level Agreement.

  1. Review of Grants for Provision of Transport Services for People with Mobility Impairments

Report by Head of Transport (TIC15).

This report invites the Committee to consider future funding for various Community Transport services, including services specifically provided for people with mobility impairments, which are currently funded by the County Council. In each of these cases current County Council funding arrangements end on 31 March 2006.

The Committee is RECOMMENDED:

          1. to pay ReadiBus up to £1,997.06 per annum but with continuing annual adjustments for inflation to secure the continuation of the Dial-a-Ride service between Henley and Reading for a period of two years and two months commencing 1 April 2006 and concluding on 31 May 2008, or on whatever date the scheduled Area Review of bus services in the Didcot / Wallingford / Woodcote & Henley area is implemented;
          2. to cease to pay ReadiBus a retainer fee for the Dial-a-Ride service between Dyson’s Wood, Tokers Green, Chazey Heath and Reading, to thank ReadiBus for their past operation of this service, but to agree to discontinue it after 31 March 2006;
          3. to pay ReadiBus up to £1,073.34 per annum but with continuing annual adjustments for inflation to secure the continuation of the Dial-a-Ride service between Goring and Reading for a period of two years and two months commencing 1 April 2006 and concluding on 31 May 2008, or on whatever date the scheduled Area Review of bus services in the Didcot / Wallingford / Woodcote & Henley area is implemented;
          4. to pay Thamesdown Dial-a-Ride & Community Transport up to £4,710.00 per annum but with annual adjustments for inflation to secure the continuation of the Dial-a-Ride Shoppers’ service between Watchfield and Swindon for a period of 19 months commencing 1 April 2006 and concluding on 8 December 2007, or on whatever date the scheduled Area Review of bus services in the Wantage / Faringdon / Cumnor area is implemented;
          5. to pay Banburyshire Community Transport Association Ltd. up to £15,414.00 per annum (for 2005/06 financial year) but with annual adjustments for inflation to secure the continuation of the Thursday Dial-a-Ride service in Banbury ‘town’ area and the Friday Dial-a-Ride service in the Kidlington ‘town’ area for a period of three years commencing 1 April 2006;
          6. to pay Banburyshire Community Transport Association Ltd. up to £6,500.00 per annum but with annual adjustments for inflation to secure the re-instatement of a weekly Dial-a-Ride service in the Kidlington ‘rural’ and Bicester ‘rural’ areas for a period of three years commencing 1 April 2006, subject to Cherwell District Council agreeing to match this level of funding for these two services;
          7. to pay Wantage Independent Advice Centre up to £5,076.00 per annum but with annual adjustments for inflation to secure the continuation of the Wantage / Grove Community Car Scheme for a period of 19 months commencing 1 April 2006 and concluding on 8 December 2007, or on whatever date the scheduled Area Review of bus services in the Wantage / Faringdon / Cumnor area is implemented;
          8. to pay Grove Parish Council up to £1,000.00 per annum but with annual adjustments for inflation to secure the continuation of the Grove Shopperbus Shoppers’ shared taxi service for a period of 19 months commencing 1 April 2006 and concluding on 8 December 2007, or on whatever date the scheduled Area Review of bus services in the Wantage / Faringdon / Cumnor area is implemented.
