  7. Report by Head of Transport (TIC5).

    The report considers responses to public consultation on the proposed installation of a Pelican crossing on the A4260 Oxford Road in Adderbury and recommends construction of the crossing.

    The Committee is RECOMMENDED to authorise officers to proceed with the design and implementation of the Pelican crossing as shown in Annex 2 to this report, subject to the Head of Transport for Environment & Economy being authorised to resolve any concerns or comments resulting from detailed design and further safety audit in consultation with Executive Members for Transport and Strategic Planning and Waste Management.

  8. Oxford, Headington Controlled Parking Zone

Report by Head of Transport (TIC6).

The report provides details of the changes made to the scheme since it was considered by the Executive on 29 April 2003, the subsequent Formal Consultation process and sets out changes to the scheme in light of objections and responses received.

The Committee is RECOMMENDED to:

  1. Wheatley Park – Better Ways to School – Holton Road, Wheatley - Provision of Toucan Crossing and Associated Works
  2. Report by Head of Transport (TIC7).

    The report explains the background and purpose for the installation of the proposed Toucan crossing and associated lengths of cycle track.

    The Committee is RECOMMENDED to:

          1. authorise installation of the Toucan crossing shown in Annex 1 to this report, subject to the Head of Transport being authorised in consultation with the Executive Members for Transport and Sustainable Development being authorised to resolve any concerns or comments resulting from the formal consultation; and
          2. resolve to legally convert the lengths of footway alongside and near the Toucan crossing to lengths of unsegregated footway/cycle track and lengths of cycletrack, as shown in Annex 1 to this report, under the County Council’s powers as Highway Authority under Sections 66(4) and 65(1) of the Highways Act 1980, and to authorise the necessary widening of the associated lengths of footway.
  3. Saxton Road Home Zone
  4. Report by Head of Transport (TIC8).

    The Transport Implementation Committee is being asked to authorise the implementation of the Saxton Road Home Zone and to confirm the 20mph speed limit order through the Home Zone, together with a section of Saxton Road to the east of the Home Zone and the whole length of Blacknall Road. The report also sets out the responses to the publication of the 20mph order and to those advertising the designation of Saxton Road as a Home Zone and for the alteration of the existing four vertical deflections (humps) together with an additional three in the Saxton Road Home Zone.

    The Committee is RECOMMENDED to:

          1. note the responses to the formal consultations on the Saxton Road Home Zone scheme;
          2. confirm the Traffic Regulation Orders for a 20mph speed limit and the designation of a Home Zone, and to authorise the replacement of the four existing vertical deflections in Saxton Road with large flat topped tables, together with the installation of a further three to complete the scheme; and
          3. authorise the implementation of the scheme accordingly.
  5. Faringdon Community Bus
  6. Report by Head of Transport (TIC9).

    Havinh evaluated the role which which the Community Bus plays in the public transport provision for the Faringdon area the report considers a request for future funding.

    The Committee is RECOMMENDED:

          1. to pay Faringdon Community Bus Ltd (FCB) up to £6,000 per annum but with continuing annual adjustments for inflation to secure the continuation of the public transport services operated by FCB for the period from 1 October 2004 until the next termination date for current bus service contracts in the Faringdon and Wantage areas (currently planned for 24 November 2007); and
          2. that consideration of grant-aid towards the operation of these services after November 2007 should be undertaken in conjunction with future area reviews of bus services in the Faringdon and Wantage areas.
  7. Rural Community Transport Advisor

  8. Report by Head of Transport (TIC10).

    Oxfordshire County Council in partnership with all four of the Oxfordshire rural District Councils funds the post of Rural Community Transport Advisor (RCTA) employed by the Oxfordshire Rural Community Council. The RCTA exists to help rural communities in Oxfordshire to develop all aspects of community transport as a viable, attractive solution to local transport needs. Current County Council funding arrangements for this post come to an end on 30 September 2004. The report considers the effectiveness of this post and invites the Committee to agree further funding.

    The Committee is RECOMMENDED:

          1. to pay Oxfordshire Rural Community Council up to £21,168 per annum for the period 1 October 2004 until 31 March 2008 (with an annual adjustment to take into account the effects of inflation) to fund the post of Rural Community Transport Advisor (RCTA), subject to the receipt of satisfactory annual work reports from the RCTA, and also subject to:
            1. this sum representing no more than 50% of the total cost of the post; and
            2. the remainder of the post being funded by the District Councils or other local sources; and

          2. to decide in the light of a recommendation to be made orally to the Committee whether to authorise the Director of Environment & Economy to approve up to £1,000 revenue support per annum for individual promotions undertaken by the RCTA which cannot be covered from either the RCTA's on-costs or from the ORCC RTP Delegated Fund.
  9. Bus Service Subsidies

  10. Report by Head of Transport (TIC11).

    The report deals with proposed alterations to the existing bus subsidy contracts for services between Thame and Chinnor and cross–boundary services into Buckinghamshire, tendered jointly with Buckinghamshire County Council. Buckinghamshire has given notice of withdrawal of both of the cross-boundary routes which they administer (and to which Oxfordshire make a proportional contribution under contract reference PT/S 11). The report goes on to suggest ways of mitigating the effect within Oxfordshire by varying the existing contract under reference PT/S 12 (wholly funded by Oxfordshire) to provide some replacement mainly within the County. It is hoped that overall these changes might result in some cost saving but with the likely loss of a direct through bus between Thame/Chinnor and High Wycombe. A service to the railhead at Princes Risborough would be provided instead.

    The Committee is RECOMMENDED to: -

          1. note the circumstances surrounding the termination of contract PT/S 11.
          2. make decisions on the subsidy for the revised options for contract PT/S 12 as described in the report.

Exempt Items

The meeting will be invited to resolve to exclude the public for the consideration of the following exempt items (marked E) by passing a resolution in relation to each such item in the following terms:

    12E Ring-a-Ride Service Operation

Report by Head of Transport (TIC12E).

Ring-a-Ride (RAR) services provide pre-booked door-to-door transport using fully accessible vehicles for people with impaired mobility who would not easily be able to use conventional public transport. The report updates the Committee on progress since it last reviewed the RAR operation on 8 January 2004. Competitive quotation prices and specifications are currently being sought from potential service providers for the operation of a short-term RAR contract and these will be set out in a Supplementary Exempt Annex to be circulated later. The Committee is asked to decide on the award of a short-term contract for the operation of a RAR service until 31 March 2005.

The Committee is RECOMMENDED:

          1. to make its decision on the award of a short-term contract for the provision of Ring-a-Ride (RAR) services within Oxfordshire (with the exception of Cherwell District area) to operate from 1 August 2004 until 31 March 2005 on the basis of the tender prices and service specifications as set out in exempt Annex 2 to be reported subsequently; and
          2. to note that officers will be seeking tenders from suitable operators for the future operation of RAR services on a long-term contract as from 1 April 2005 and that these will be reported to a meeting of this Committee in the Autumn 2004 for decision.

(Information Exempt in that it relates to:

- the amount of any expenditure proposed to be incurred by the Oxfordshire County Council and other local authorities and organisations under any particular contract for the acquisition of property or the supply of goods or services; and

- information relating to the financial or business affairs of any particular person (other than the authority)).

    13E Review of Bicester North Taxibus

    (See also Addenda)

    Report by Head of Transport (TIC13E).

    The report deals with the future of the Bicester North Taxibus service which is jointly funded by Oxfordshire County Council and Chiltern Railways. A contract needs to be awarded for a new service to commence on 1 June 2004. A tendering exercise has been undertaken to obtain prices for various levels of service and a decision is needed from the Committee as to the level of the County Council's financial contribution in the light of the tender prices obtained.

    The Committee is RECOMMENDED to:

          1. make its decision on Oxfordshire County Council's financial contribution towards a contract for the provision of a Bicester North Taxibus service to operate as from 1 June 2004, to be awarded in liaison with Chiltern Railways on the basis of the tender prices, service specifications and length of contract as set out in the Exempt Annex, to be reported subsequently;
          2. agree that vehicles in the County Council's ownership and supplied for use for operation on Bicester Rural Taxibus services may be used on any service of the new Bicester Taxibus contract; and
          3. authorise the Head of Transport to transfer for use on the new Lewknor Taxibus service any vehicles which were purchased by the County Council for use on Bicester Taxibus services and which are no longer required for that purpose.
