  9. Report by Head of Transport (TIC6).

    The report provides details of changes made to the scheme since it was considered by the Executive on 15 April 2003, the subsequent Formal Consultation process and sets out changes to the scheme in light of objections and responses received.

  10. Oxford Central Area – Variations to Waiting, Parking, Traffic Management and Parking Places for Pedal Cycles Orders

  11. Report by Head of Transport (TIC7).

    The report considers comments received in response to a number of variations to traffic management, parking and cycle parking Traffic Regulation Orders.

    The Committee is RECOMMENDED to authorise officers to:

                1. implement the ‘pay and display’ parking in the central section of Broad Street;
                2. implement the minor amendments to the ‘pay and display’ order (item 2 (a), Annex 1);
                3. implement items 3 (h) and 3 (i) and 4 (a), as set out in Annex 1 to this report, subject to consideration of any comments received and reported at the meeting; and
                4. grant a dispensation to the occupier of the White Horse to park in the Mansfield Road area resident bays.
  12. Beaumont Street/Gloucester Street/St John Street Oxford –Traffic Signals

Report by Head of Transport (TIC8).

The report details responses received to a public consultation carried out in December 2003/January 2004 on a proposal to install traffic signals at the Beaumont Street/Gloucester Street/St John Street junction in Oxford. In the light of the objections received it is considered that the ‘signals’ proposal should not be pursued but that an alternative minor junction improvement be provided.

The Committee is RECOMMENDED:

    1. not to proceed with the proposal for the installation of traffic signals at the Beaumont Street/Gloucester Street/St John Street junction; and
    2. to agree the installation of wider central refuges as shown on the plan at Annex 4 to this report, subject to allocation of funds from 2004/05 Capital Programme.
  1. Oxford, Merrivale Square – Proposed One-Way System
  2. Report by Head of Transport (TIC9).

    The report details responses received to a public consultation on the proposed introduction of a ‘one-way’ system in Merrivale Square, Oxford.

    The Committee is RECOMMENDED not to implement a ‘one-way’ system in Merrivale Square.

  3. Observatory Street, Oxford – Proposed Traffic Calming
  4. Report by Head of Transport (TIC10).

    Observatory Street is one of many roads providing a link between Woodstock Road and Walton Street, but is the only road with no form of traffic calming to deter use by extraneous traffic. Following consultation with residents and local Councillors formal consultation was undertaken on a traffic calming scheme and the report considers the comments received.

    The Committee is RECOMMENDED to approve the implementation of the proposals outlined in paragraph 3 and Annex 2 to this report, subject to available finance.

  5. Old Headington Oxford – Proposed Traffic Calming Scheme
  6. Report by Head of Transport (TIC11).

    The City Council is promoting a traffic-calming scheme in Barton Lane, Oxford, which would be funded from developer contributions. The report considers the comments received from the formal consultation and discusses resulting amendments.

    The Committee is RECOMMENDED to agree the implementation of the amended scheme as shown on drawing No MP/4/122 in Annex 3 to this report.

  7. Extinguishment of Walkway Agreement Temple Square Shopping Centre, Oxford
  8. Report by Head of Transport (TIC12).

    The leasehold owners of Temple Square Shopping Centre have asked for the existing walkway agreement to be terminated. No objections to the proposal were received during the consultation exercise.

    The Committee is RECOMMENDED to:

                1. approve the termination of the Walkway Agreement over the area of land shown hatched on drawing No 786/ G161;
                2. authorise the Solicitor to the Council to make any necessary arrangements for the formal termination of this agreement.
  9. Oxford – Wolvercote Roundabout
  10. Report by Head of Transport (TIC13).

    The report considers the outcome of a review undertaken by the County Council’s consultants Babtie into traffic congestion and safety at the Wolvercote Roundabout.

    The Committee is RECOMMENDED to:

                1. agree to stop any further work on the signalisation of Wolvercote Roundabout under present traffic conditions;
                2. agree to the implementation of the Pelican crossing, as described in this report subject to:
                3. confirmation of funding for 2004/05; and
                4. authorising the Head of Transport, in conjunction with the Executive Members for Transport and Sustainable Development to determine any comments received to the formal consultation; and
                5. c. instruct officers to commission the cost/benefit study for a left turning lane from the A40 west to the A44 subject to confirmation of funding for 2004/05.

  11. Proposed Weight Restriction B430 Weston-on-the-Green Initial Consultation
  12. Report by Head of Transport (TIC14).

    The B430 serves the villages of Weston-on-the-Green, Middleton Stoney, and Ardley but also provides a useful link between the M40/A43 at Junction 10 and the A34 to Oxford, Newbury and the South Coast. It is therefore increasingly used as a shortcut by lorry drivers wishing to avoid the congestion which frequently occurs at Junction 9.

    The report considers the responses received to an informal consultation on a proposed Traffic Regulation Order restricting heavy commercial vehicles travelling southbound on the B430 at Weston-on-the-Green.

    The Committee is recommended to:

                1. authorise the Director of Environment & Economy to proceed with negotiations with the Highways Agency regarding signing proposals; and
                2. proceed with the formal consultation and publication of a Draft Traffic Regulation Order.
  13. Pedestrian Crossing – Sonning Common B481 Peppard Road, Between Grove Road and Wood Lane
  14. Report by Head of Transport (TIC15).

    The installation of a pelican crossing on Peppard Road, Sonning Common, has been included in the Community Safety Schemes Programme for 2003/4. This report considers comments received to response to a consultation and seeks authority to progress the scheme as proposed.

    The Committee is RECOMMENDED to authorise detail design and implementation of the scheme in 2004/5 subject to the allocation of funds.

  15. Henley – Bell Steet/New Street Pedestrian Crossing
  16. Report by Head of Transport (TIC16).

    Formal consultation has been carried out on this scheme and objections received. The results were presented to Henley Traffic Advisory Committee Advisory Committee who voted not to proceed with the scheme and the Transport Implementation Committee are being asked to consider how to proceed with the scheme.

    The Committee is RECOMMENDED to:

                1. agree to put on hold the implementation of the pedestrian crossing on Bell Street, north of its junction with New Street (Annex 1) subject to consideration of the Henley ITS Steering Group comments reported at the meeting and the outcome of (b) below;
                2. instruct officers to ask Henley Traffic Advisory Committee to review their decision and seek support for the pedestrian crossing site north of the junction on Bell Street;
                3. subject to (a) and (b) agree to implement the crossing as described in the report subject to funds being available; and
                4. instruct officers not to pursue investigation of a Pelican Crossing site near Adam Court.
  17. Abingdon, St Nicolas CE Primary School Better Ways to School Scheme
  18. Report by Head of Transport (TIC17).

    The report details the results of a formal consultation advertising proposals to implement a Better Ways to School Scheme for Abingdon St Nicolas CE Primary School and seeks approval for the detailed design and implementation to proceed in 2004/05 (subject to funding being available) and the conversion of the footways, to shared cycle/footways under Sections 65(1) and 66(4) of the Highways Act 1980.

    The Committee is RECOMMENDED to:

                1. authorise detailed design and implementation of the scheme as proposed, subject to funding being available and to the Head of Transport being authorised to resolve any concerns or comments resulting from detailed design and safety audit, in consultation with the Executive Members’ for Transport and Sustainable Development; and
                2. approve the conversion of the footways, listed in Annex 3 to this report, to shared cycle/footways under Sections 65(1) and 66(4) of the Highways Act 1980.
  19. Grove Street Wantage Traffic Calming

    (See also Addenda)
  20. Report by Head of Transport (TIC18).

    The report sets out the results of consultation for traffic calming in Grove Street Wantage as part of the planning permission for the Limborough Road Development in Wantage.

    The Committee is RECOMMENDED to authorise the Director for Environment & Economy to implement the proposed scheme, as detailed on Drawing No. ML230439/100 as set out at Annex 1 to this report.

  21. Witney – Cycle Improvements
  22. Report by Head of Transport (TIC19).

    The report considers comments received in response to a formal consultation on proposals to introduce cycle facilities on Thorney Leys and Ducklington Lane.

    The Committee is RECOMMENDED to authorise:

                1. officers’ to proceed with the detailed design and implementation of the schemes as described in this report, subject in the case of Thorney Leys to funding being available; and
                2. to authorise the Head of Transport to resolve any concerns or comments resulting from the detailed design and safety audit, in consultation with the Executive Members for Transport and Sustainable Development.
  23. Review of Grants for Provision of Community Transport
  24. Report by Head of Transport (TIC20).

    The report invites the Committee to consider future funding for various Community Transport services, including services specifically provided for people with mobility impairments which are currently funded by the County Council. In each of these cases, current County Council funding arrangements end on 31 March 2004. The report also deals with two related community transport issues.

    The Committee is RECOMMENDED:

                1. to pay ReadiBus £100 as a retainer to enable the Dial-a-Ride service between Dyson's Wood, Tokers Green, Chazey Heath and Reading to be provided on request on a maximum of one day per week, to thank ReadiBus for this offer, and to review the situation again in a year's time;
                2. to pay ReadiBus up to £1910 per annum but with continuing annual adjustments for inflation to secure the continuation of the Dial-a-Ride service between Henley and Reading for a period of two years commencing 1 April 2004;
                3. to secure the continuation of the weekly Standlake and Northmoor Community Bus Service by a payment of up to £685 for the period 1 April 2004 until 31 March 2005, subject to the organisation agreeing to vary the route in accordance with County Council proposals following the introduction of the new Abingdon to Witney bus service;
                4. not to offer any financial support to the Aston Parish Minibus organisation towards the buying-out of its minibus lease, for the reasons set out in paragraph 23 of this report; and
                5. to agree to contribute towards the local authority partners' share of the Rural Transport Partnership Officer's salary on the basis of the formula agreed by the Rural Transport Partnership Steering Group, subject to the four existing District Council partners maintaining their funding proportion overall, and that this contribution should be funded annually as from the 2003/4 financial year out of the delegated revenue fund for individual Rural Transport Partnership initiative applications.

21E. Shipston-on-Stour and Banbury/Chipping Norton Bus Services Review

(See also Addenda)

Report by Head of Transport (TIC21E).

The report describes bus services in the Chipping Norton area for which subsidy agreements run out shortly and for which changes are suggested. Tenders have been invited for the services concerned or de-minimis prices quoted where relevant. These, plus reports on other proposed changes, will be reported subsequently to the Committee. The financial position of the bus subsidy budget is also described in the report.

(Information Exempt in that it relates to the financial or business affairs of any particular person (other than the authority).)

The Committee is RECOMMENDED to make its decisions on subsidy for the future provision of the Chipping Norton to Shipston service, the Sunday Chipping Norton to Oxford service and the Shipston/Sibford Gower to Banbury service on the basis of the tender prices contained in Exempt Annex 2 to this report, plus the comments from, and the financial contributions requested by, Warwickshire County Council.

  1. Review of Bicester North Taxibus Service
  2. Report by Head of Transport (TIC22E).

    The report deals with the two Bicester North Taxibus services (urban and rural). The Rural Taxibus operation was established following a successful Rural Bus Challenge bid and is currently jointly funded by Oxfordshire County Council and Chiltern Railways. The current contracts ends on 29 May 2004 and a decision as to their future is required.

    (Information Exempt in that it relates to the financial or business affairs of any particular person (other than the Authority)).

    The Committee is RECOMMENDED to:

                1. agree that the high financial costs of the Bicester North Taxibus mean that continuation of the current level of service cannot be afforded;
                2. request the Director for Environment & Economy in consultation with the Executive Members for Transport and Sustainable Development to identify a practical level of future service based on a substantial reduction of costs but which manages to meet as many of the existing needs as can be afforded;
                3. ask Chiltern Railways to explore the possibility of enhancing the current Bicester North Urban Taxibus service; and
                4. authorise the Director for Environment & Economy to liaise with Chiltern Railways in carrying out a tendering exercise to obtain prices for the new service proposals and to note that the results together with recommendations for decision will be reported to the May meeting of the Transport Implementation Committee.
