ITEM EX12EXECUTIVE – 30 SEPTEMBER 2003RE AGENDA ITEM 12 – VULNERABLE ROAD USER AUDITfrom Councillor Roy Mold: I apologise to the Executive for not being able to attend and address today’s meeting, having lost my voice! I would be grateful if the Executive Member for Transport could respond to the following points I would have made if I had been able to attend: Once again, we have received a report, only to find it contains a request for more officers within the Department for Environment and Economy. Most people would surely assume that care for vulnerable road users was a standard parameter to be taken into account in the design of new transport schemes. Is the Assistant Director saying in this report that the Planning Officers for road design cannot do their jobs properly because they have not had the necessary training? If the dates in this report are accurate, this need, important enough to warrant new recruitment, has taken three years to emerge. No wonder they keep screaming for more money! I put it to the meeting and to the Executive Member that, if the Executive is minded to approve these recommendations, the Director should, at the very least, bring a report to the Environment Scrutiny Committee, after acting on the approvals at (a), (b) and (c) and before making additional staff appointments, in order to bring members up to date on the manner in which this additional expenditure is to be used. Finally, I have to make the point that this request from the Director for more money from the budget for Environment and Economy seems wholly inappropriate when there is still so much unmet need in Social and Health Care.
