LOCAL TRANSPORT PLAN – ANNUAL PROGRESS REPORT 2003

Requirements for Annual Progress Reports

The following is the suggested structure for the main APR document given in the "checklist" included in the APR guidance:

  • Executive Summary
    • Delivery of schemes on the ground
    • Comparison between programmed and out-turn outputs
    • Commentary on progress in delivering major schemes
    • Examples of schemes delivered

  • Progress towards targets and objectives
    • Proforma A (National Core Indicators)
    • Proforma B (Progress toward local targets and indicators)
    • *Congestion Statement (if applicable)
    • *Road Safety Statement

  • LTP spending programme
    • Table(s) and supporting narrative on 2002/03 spending programme
    • Table and supporting narrative on 2003/04 spending programme
    • *Finance Forms

  • Evidence of improvement
    • Proforma C (Responses to comments in previous settlement letters)
    • *Revised strategies (if applicable)

  • Consultation and Best Practice
    • Details of consultation and best practice activities
    • *Comments from district councils

  • Wider issues
    • Details of integration of delivery programme with wider issues (particularly the shared priorities agreed between the Local Government Association and the Government)

  • Accessibility Planning Statement (optional)
  • Barriers to implementing LTPs
  • Maintenance Information
  • Supplementary Bids (if any)

The checklist states that "Items marked with a * could sensibly be annexed but authorities are free to include them in the main document as they see fit."
