EXTENSION OF WORKS CONTRACTS TO INCLUDE FURTHER WORK

OUTLINE AND DETAILED PROJECT APPRAISAL APPRAISAL NO. ED 589

NAME OF SCHEME: Marlborough School, Woodstock – New 5-classroom maths block

START YEAR: 2002/03

BASIS OF ESTIMATE: Atkins cost estimate based on agreed sketch scheme

  1. DESCRIPTION OF PROJECT
  2. The scheme is to provide a new 5-classroom teaching block at the school. It is anticipated that this will be a 2-storey building, capable of further extension in the future. It will consist of 5 teaching classrooms, plus office, toilets and foyer area. The building will be constructed adjacent to the new teaching block currently being built to replace a 2 storey prefabricated building which is to be removed from site. Work on the new school block will commence upon completion of the current project in February 2003. It is anticipated that the same construction materials and design will be used for this work.

  3. JUSTIFICATION AND ASSESSMENT OF NEED
  4. The actual number of pupils on roll in January 2002 was 849, against a school capacity of 775. An additional temporary classroom has had to be provided to cope for increased numbers in September 2003. The numbers at the school are forecast to rise to 960 by 2005. This accommodation is intended to meet this projected growth and also offers the opportunity of bringing the whole of the maths department together. This will allow other faculties within the school to be relocated and brought together within the main building.

  5. OTHER OPTIONS
  6. It is not feasible to ‘do nothing’, given the projected rise in numbers. The only alternative option would be to provide additional temporary classrooms on the school site but specific funding through the County’s Basic Needs Allocation allows for a permanent solution.

  7. FINANCIAL IMPLICATIONS (see attached resource appraisal)
  8. (i) Capital

    The estimated total cost of the scheme inclusive of fees is £627,000. This will be met from ACG funding. The current work on the school site, which is providing new sixth form accommodation and new buildings for the Ormerod Special School are due to complete in February 2003. To enable this work to be carried out within the programmed timescale and to minimise the level of disruption at the school, it is proposed that a negotiated contract is let with the current contractor. To do otherwise will create accommodation problems for the school and result in temporary classrooms being brought onto the site for a short period of time. It is expected therefore that this will produce cost benefits, given also that the contractor is currently on site, and has an access road and compound already in place. It is hoped that a negotiated contract could be agreed to allow work to commence in February 2003.

    (ii) Revenue

    Revenue costs including day to day structural repairs will be met from the school’s delegated budget under the Council’s fair funding arrangements.

  11. ENVIRONMENTAL IMPLICATIONS

The scheme will incorporate new building regulations and take into account appropriate planning advice.
