  1. Comments that the central parking should not be made permanent and the area pedestrianised.

Traffic island and either side of the central parking area and a new pedestrian refuge on the western side of Broad Street have been provided to make easier for pedestrians to cross street, however, any changes may be considered as part of the long term environmental enhancement proposals for Broad Street.
  2. Traffic has only increased in relation to vehicles that actually use the central parking. This suggests that supply of parking spaces has been meeting demand.

A survey together with the following conclusions and proposals.

  1. Comments that only 32% of drivers that use the central parking visit Broad Street and the Covered Market and therefore parking should be removed.
  2. Suggests a delivery service could be developed for the Broad Street and Covered Market to and from the Park and Rides.
  3. Better signage to direct inappropriate traffic away from Broad Street.
  4. Parking for collecting heavy goods could be provided in delivery bays outside commercial delivery times.
  5. Suggests clear procedure for those who have to pick up goods from the Turl Street as well as Broad Street. Perhaps a system of permits with a permanent warden able to check permits, give advise and move on the trade vehicles.
  6. Suggests waiting for the results from proposed study before anything is done.

Officers cannot validate the results of this survey as they were not involved. Comments are therefore restricted only to the surveys conclusions and proposals.

In support in retaining the existing facilities.

  1. Comments that when parking was removed from Broad Street, local businesses suffered.
  2. Comments that since the reintroduction of limited waiting parking spaces has helped businesses without the problems of congestion and pollution.
  3. Concerned if the existing parking was to be removed.

One-hour pay-and-display parking with 3 disabled spaces is now proposed subject to further consultation.

 

Forest of Oxford

Various comments with regard to the overall changes in layout to Broad Street including the introduction of trees benches, kiosks etc.

These changes may be considered in the future as part of the long term environmental enhancement proposals for Broad Street.

 

Covered Market Traders Association

Yes

  1. Comments that the central parking has been a benefit to the customers and retailers of the Covered Market. Also comments that this is the only parking benefit to customers on the east side of the City.
  2. Suggests that the existing half-hour free parking to be extended to one-hour pay and display parking.
  3. Comments on the relocation of the Tourist Information Centre and suggests it would not be unreasonable to allow some additional parking at the western end of the street.

  1. Objects to the central area parking.
  2. Refers to the survey carried out by the Oxford Civic Society mentioned above in comment 2 and suggests it was not included in original report.

Objects to the central area parking.

  2. Various comments that removing parking from Broad Street will have health benefits, accident reduction, and improved urban environment.
  3. Suggests that 20mph speed limit be introduced.
  4. Suggests wider pavements with a pedestrian crossing through the middle of the parking zone.
  5. Suggests a pedestrian crossing at Turl Street.
  6. Suggests good parking provision for disabled people.
