PILOT HOME ZONES

Home Zones – Processes and Procedures

 

Process

Procedure

1

Nomination (from local councillor, district/town/parish council, residents/neighbourhood association, other) investigated to produce programme

Site investigation to see if there is need for scheme, and whether home zone likely to be most appropriate solution

Identify if there is general local support for introducing a home zone

Simple mail back questionnaire – little/no detail to be given on potential scheme

Require 70% support from minimum 40% return rate

Set up local management of project development

Local Liaison Board set up with reps from CC, DC, T/PC, police, HA (if appropriate), and residents

To meet regularly (normally monthly) as project is developed

Identify local concerns/problems (not limited to transport issues)

Either house to house interviews or focus groups (possibly specialist company required)

Conduct basic surveys

Vehicle numbers, speeds, peak parking numbers, pedestrian activity patterns

(possible detailed local topographical survey required)

Identify potential and actual constraints

(info on drainage, utilities, lighting etc)

Meetings/inquiries with district/town councils, statutory undertakers, other interested bodies

Generate possible solutions and "wish list" of potential features (taking into account items 3, 4 & 5)

Workshops for local people (possibly specialist company required)

Draw up options for design and develop palette of possible treatments

Engineering and urban design consultants required

Present options to local people

Exhibition held in local area (preferably within the area to be treated and at several locations if necessary) - (possibly specialist company required)

Refine designs #

May need to loop back through 7& 8

Agree final designs, prepare statutory orders, prepare & let construction contracts.

After monitoring

Repeat traffic and activity surveys from 4, repeat attitude surveys from 3.
