The Local Government Ombudsmen see an important role for Councillors in approving those procedures (for the disposal of land). Some Councils may feel it appropriate also to involve Councillors in the decision as to which of several approved procedures should be adopted for a particular disposal. The final decision on whether to dispose on negotiated terms might also be reserved for a committee or sub-committee to take and should certainly be reported to such a body…... 13. A
Council’s approved procedures might also include criteria as to when
a particular procedure is to be used: for example, that disposals
of land valued above a specified figure should normally require the
invitation of competitive bids and that an exception from such a course
should depend on prior approval following a written report from the
Council's officers. That written report should identify whether there
are other parties whose interest could be adversely affected by the
proposed exception.
