PROCEDURES
FOR THE ACQUISITION AND DISPOSAL OF PROPERTY
Constitution,
Section L Schedule Part (9)A:
Powers
and Functions of Director of Environmental Services in relation to Property
- Subject to consultation
with the appropriate Director, carrying out all building and landscaping
work incidental thereto required by the Council, and, with the concurrence
of the appropriate Director, approval of expenditure of up to £50,000.
- Carrying out all
building maintenance work to properties held by the Council.
- The appointment
where appropriate of consultants.
- Subject to the
concurrence of the Solicitor to the Council and the Director for Business
Support & County Treasurer, certifying up to a figure of £25,000
additional expenditure within any one contract before the final account
has been presented.
- Carrying out replacement
or alteration works required by the appropriate Director in connection
with Council property.
- Carrying out emergency
works to Council property, whether or not provision has been made in
the estimates.
- Arrangement of
leases and tenancies of interests in land up to an annual rent of £50,000
or the purchase of interests in land up to a price of £750,000, plus
appropriate incidental fees and costs.
- All such action
as may be appropriate for the management, maintenance and protection
of the Council's property.
- Following consultation
with all other Directors, and with the local member(s), and with the
agreement of the relevant Executive Member, declaration of land to be
temporarily or permanently surplus to the requirements of the Council
and arranging for its disposal on such terms as he/she considers to
be the best available.
- Making planning
applications.
