CYCLE AND
PEDESTRIAN FACILITIES – B4495 HOLLOW WAY, OXFORD

Introduction
- This report details
the response to the consultation on a package of measures that have
been devised to assist cyclists and pedestrians, reduce speed and improve
general traffic safety in Hollow Way, Oxford.
Background
- The Hollow Way
scheme forms an initial phase of the B4495 corridor study that is considering
integrating facilities for pedestrians, cyclists and public transport
into general improvements for the whole road.
Consultation
- Consultation was
undertaken between 14 February and 15 March 2000, by displaying site
notices in the vicinity of the proposals, and sending consultation leaflets
to residents and interested parties affected by the scheme. A larger
scale plan was made available at Cowley Library and Speedwell House.
The consultation leaflet has been reduced and is attached as Annex 1
to this report.
- In response to
the consultation, 11 letters of comment were received. These included
2 from residents that were concerned about shared use of pedestrian
and cycle facilities in front of houses with vehicle accesses. Most
other comments related to requests for modifications or adjustments
to specific elements of the design. The comments received have been
summarised and are listed in Annex 2.
Copies of the letters are in the Members’ Resource Centre.
Conclusion
- The shared use
cycle track is intended to encourage less experienced cyclists onto
the cycle network by providing space away from the main traffic flows.
Safety audit of the detailed design will determine whether this facility
is appropriate for the entire length of the proposed scheme. Most of
the other comments received can be accommodated at detailed design stage
except where they do not follow design guidelines and/or safety requirements.
Financial and Staff
implications
- The scheme is
included in the approved 2002/03 Capital Programme and will be funded
jointly with developer funds held by Oxford City Council. The work can
be accommodated within existing staff resources.
RECOMMENDATIONS
- The Executive
is RECOMMENDED to approve:
- the
implementation of the Hollow Way cycle and pedestrian facilities
as shown in Annex 1 subject to safety audit and detailed design
being determined by the Director of Environmental Services,
in consultation with the Executive Member for Transport and
the Local Member;
- the
conversion (under Section 65 and 66 of the Highways Act 1980)
of the footway in Hollow Way between Barracks Lane and The Slade
to shared cycle/pedestrian usage.
