PEDESTRIAN CROSSING FACILITIES
OXFORD - WINDMILL ROAD BY MARGARET ROAD

Introduction

  1. This report details the response to local consultation held on the proposed Pelican Crossing on Windmill Road, Headington, just north of Margaret Road (see plan). The consultation was held between 16 January and 13 February 2002.
  2. Background

  3. The Pelican crossing will benefit school children as well as other users and is consistent with the recent strategy adopted following studies carried out in the area.
  4. This measure was supported by the Oxford Transport Strategy Working Party on 28 May 2001 as part of the B4495 range of measures and was then incorporated in the Oxford Transport Strategy programme for 2001/02.
  5. The Pelican proposal has an impact on parking on the highway for immediate frontagers within the zone of the zig zag markings. At present street parking is uncontrolled, so parking nearby will still be possible. However, if the proposed Headington Controlled Parking Zone is implemented it will allocate (unspecific) spaces for resident permit holders to use in the area. It will be possible for frontagers affected by the Pelican proposal to use such spaces in Windmill Road or Margaret Road.
  6. Consultation

  7. Letters were sent to standard consultees and residents in the vicinity of the proposed Pelican crossing. Street notices were also erected outlining the proposal. There was one serious objection (86 Windmill Road) in the eight responses received, which are detailed in Annex 1. This objection concerned the loss of parking within the zig zag area immediately outside the property.
  8. Parking is possible at present in Windmill Road and there will be nearby spaces under any controlled parking scheme introduced in the future. It may be possible to reduce the impact of the crossing as a whole by moving it southwards towards Margaret Road. This will be explored with the other immediate frontagers involved and if acceptable it is proposed that the crossing be repositioned 5m to 10m further south.
  9. Financial and Staff Implications

  10. The scheme will be funded by the Oxford Transport Strategy Programme for 2002/03.
  11. Oxfordshire County Council’s engineering consultant, Babtie, is undertaking the design work. Project Management is being carried out by officers of Environmental Services and can be encompassed within current staffing levels.
  12.   RECOMMENDATIONS

  13. The Executive is RECOMMENDED to approve the implementation of the scheme in principle, as shown on drawing No BPN698/F3316 (Annex 2), subject to the exact location being determined by the Director of Environmental Services in consultation with adjoining frontagers.
