    The following 6 applications for County Council development made under Regulation 3 of the Town and Country Planning General Regulations 1992 are detailed in the schedules appended to the report:-

    Application Nos 0.21/04 AND 0.22/04 SS Phillip & James CE Primary School, Navigation Way, (off Aristotle Lane), Oxford OX2 6TP:

    (A) Variation of condition no. 14 of planning permission ref:0.15/00 and of condition no.2 of planning permission ref:0.18/03 & 0.18/03a to allow an increase in the permanent occupancy of SS Philip & James school from 180 pupils to 330 pupils, following improvements to the highway network that serves the school and prior to the provision of a highway that links the school site to the highway network in the development to the north of the school.

    (B) Variation of condition no. 14 of planning permission ref:15/00, to allow an increase in the maximum occupancy of SS Philip & James for up to 375 pupils, for a temporary period expiring on 31 July 2008, following improvements to the highway network that serves the school and prior to the provision of a highway that links the school site to the highway network in the development to the north of the school.

    Application No O24/04. Renewal of consent for one single prefabricated classroom building (ref: VH06) for a temporary period of two years at Church Cowley SS James CE Primary School, Bartholomew Road, Cowley, Oxford OX4 3QH.

    Application No S.02/05. Erection of a single classroom unit at Valley Road PRIMARY School, Valley Road, Henley.

    Application No V.02/05. Erection of a single storey temporary classroom unit for a temporary period of five years at Grove CE Primary School, North Street, Grove, Wantage.

    Application No W.01/05. Construction of a 2 storey block for six classrooms and ancillary accommodation at Carterton Community College, Upavon Way, Carterton, Oxon OX18 1BU

    The Committee is RECOMMENDED that subject to consideration of any further representations received by the date of the meeting, the 5 applications set out above be determined as recommended in the schedules appended to the report, subject to the detailed wording of the recommended conditions being determined by the Director for Environment & Economy.

    MINERALS AND WASTE PLANNING APPLICATIONS

  8. Continued Use of Former Chalk Quarry For Construction and Demolition Waste Recycling at Playhatch Quarry, Dunsden Green Lane, Playhatch Application No P05/E0024/CM

Report by Head of Sustainable Development (PN6).

Hanson Recycling & Demolition have applied for permanent planning permission for the recycling of construction and demolition waste at Playhatch Quarry, Dunsden Green Lane in South Oxfordshire. The site is located just within the boundaries of Oxfordshire approximately 1km from the Caversham area of Reading and 4km from Henley. North and west Reading would be the primary source of waste materials and the primary source for the recycled product.

Some local residents and Eye & Dunsden Parish Council have objected to the application primarily on the basis of noise, dust and traffic concerns. Planning conditions could control the effects of noise and dust to acceptable levels. With regard to traffic issues, the proposed throughput of the operation had been 100,000 tonnes per annum. However, because of concerns about the amenity impact of an operation of that scale on Playhatch village the applicant has agreed to a reduced throughput of 70,000 tonnes per annum, which would in turn reduce the daily lorry movements to and from the site. The applicant has also agreed to enter into a routeing agreement to ensure that lorries only access the site to and from the south and to a legal agreement to ensure the drains along Dunsden Green Lane are cleaned out regularly and traffic monitoring to ensure that lorries adhere to a 10mph speed limit which would control the impact of traffic through the village. In addition a local liaison meeting is proposed.

It is RECOMMENDED that subject to:

(a) legal agreement to secure the clearance of the drains along Dunsden Green Lane, the removal of mud and debris from the public highway resulting form lorry movements from the site and monitoring of traffic speed through Playhatch village; and

(b) a outeing agreement to secure the movement of lorries to and from the south of site to the A4155;

that Application No P05/E0024/CM be approved subject to:

(c) conditions as set out in Schedule 1 to this report to include a reduced throughput to 70,000 tonnes per annum;

(d) the Head of Sustainable Development being authorised to refuse the application if the legal agreement and routeing agreements referred to in (a) and (b) above are not completed within 10 weeks of the date of this meeting on the grounds that it would not comply with MWLP policy W3 in that the proposal would cause an unacceptable traffic nuisance.

  1. 5,000 M2 Bunded Hardstanding for Open Windrow Composting Site at Glebe Farm, Hinton Waldrist Application No HIN/18975-CM

    Report by Head of Sustainable Development (PN7).

    An application has been received from Agrivert Ltd to develop a composting facility for green waste that would have annual throughput of 5,000 tonnes. Permission would be for a period of 5 years. The site is located in the Vale of the White Horse on the B4508 about 500 metres from its junction with the A420, Oxford to Swindon road. The site is in an Area of High landscape Value in the open countryside. The site is currently an agricultural field. The green waste would come primarily from the County’s waste recycling centres at Stanford-in-the-Vale and Dix Pit as well as other contracts in the local area. The resulting compost would be used on glebe Farm.

    Concerns have been expressed about this proposal both in terms of its potential environmental effects and the policy considerations of locating this kind of development in the open countryside. The main environmental effects raised by local residents and Pusey Parish Meeting concerned odour, bioaerosols, noise and traffic. These effects can be successfully controlled by planning conditions and also through a waste licence which the applicant would need to obtain from the Environment Agency. In terms of policy, national, structure and local plan policies support proposals for green waste recycling. The site is close to the source of waste and the market for the composted material.

    The Committee is RECOMMENDED to approve application HIN/18975-CM subject to the conditions set out in Schedule 1 to the report.

  1. To Continue Progressive Extraction of Soil, Sand and Clay, Importation and Resale of Building Material, the Erection of Processing Plant, Concrete Batching Plant, Building and Weighbridge, the Importation of Materials for Infilling and Recycling Including the Erection of Recycling Plant with Progressive Restoration to Agriculture, Nature Reserve and Lakes at Gill Mill Complex Including Rushy Common, Part of Tar Farm and Land South East of Ducklington without Complying with Condition 4 (working phases) and Condition 12 (operating hours) of permission 0109/94 (Application No 04/2204/P/CM)

Report by Head of Sustainable Development (PN8).

Smith and Sons have applied to continue the progressive extraction of soil, sand, gravel and clay and other activities at the Gill Mill complex without complying with two conditions of the planning permission. Condition 4 relates to an additional area of working, yielding 40,000 tonnes, and the extension of the temporary working area by another 9 ha. but including the deposit of inert waste to achieve restoration. This latter area already has permission but the new temporary status would allow it to be worked out of phase when ground conditions, such as flooding, prevented extraction from the current working area. Condition 12 relates to longer working hours at the plant site; an hour extra in both the morning and evening.

These are considered to be relatively minor changes which would not cause any significant adverse impacts for local residents or the environment and would create new habitats for wildlife.

The Committee is RECOMMENDED to approve application 04/2204/P/CM subject to:

(a) prior completion of a legal agreement to secure routeing of vehicles, long term management of the site, annual payments to the Lower Windrush Valley Project, dedication to the lake north of Hardwick for private access, dedication for new access areas and footpaths and a programme of hydrological monitoring;

(b) conditions to be determined by the Director for Environment & Economy but to be as the conditions attached to permission 0109/4 but updated to include the proposed amendments to conditions 4 and 12 and revised working plans for phases 3 and 13 and consequent restoration plans.
