8/05. DECLARATIONS OF INTEREST
Councillor Farrell declared a personal interest in Item 6 (Application V.01/05) insofar as he was Chairman of the Vale of White Horse District Council Planning Committee
Councillor Cooper declared a personal interest in Item 6 (Application W.18/04) insofar he was a member of the West Oxfordshire District Council’s Uplands Planning Committee.
Both advised that as they had not expressed an opinion on the respective applications they intended to participate in any discussion and voting thereon.
Councillor James declared a prejudicial interest in Item 6 (Application W.18/04) insofar as he had been personally involved in the planning application and advised that he would not participate in any discussion and voting thereon.
Councillor Hodgson declared a personal interest in Item 7 insofar as he was a member of the Ramblers’ Association.
Councillor Howell declared a prejudicial interest in Item 7 because of his involvement in PAGE (Parishes Against Gravel Extraction) and advised that he would not participate in any discussion and voting thereon.
9/05. MINUTES
The Minutes of the meeting of the Committee held on 10 January 2005 were approved and signed.
10/05. COUNTY COUNCIL PLANNING APPLICATIONS
(Agenda Item 5)
The Committee considered a report which set out 3 applications for County Council development made under Regulation 3 of the Town and Country Planning General Regulations 1992 as detailed in the schedules appended to the report PN5:-
Application No S.22/04. Demolition of the majority of the existing school buildings, and construction of a replacement 14 class primary school and nursery with associated hard play area, parking and access road at Greenmere Primary School, Mereland Road, Didcot.
Application No V.01/05. Change of use of land from outdoor recreation land to school playing field with associated 1.8 m bow top fencing on land adjacent to Milton CE Primary School, School Lane, Milton Heights.
Application No W.18/04. Erection of a two classroom prefabricated building for a temporary period of five years and construction of a 1.2m high palisade fence at Freeland CE Primary School.
With regard to Application S.22/04 and in response to Councillor James, Mr Hamilton advised that an additional condition could be attached to secure final details for vehicle access to the site.
In response to Councillor Fooks and with the Committee’s support Mr Hamilton undertook to urge WS Atkins to incorporate energy efficient systems into the design of the building by means of a covering note accompanying the formal decision notice when issued.
RESOLVED: subject to consideration of any further representations received by the date of the meeting, the 3 applications set out above be determined as recommended in the schedules appended to the report, subject to the detailed wording of the recommended conditions being determined by the Director for Environment & Economy.
11/05. ERECTION OF BUILDING FOR THE SORTING OF WASTE SKIPS AT SMITHS OF BLOXHAM, MILTON ROAD, BANBURY
(Agenda Item 6)
The Application had been withdrawn at the request of the applicant.
12/05. PUBLIC RIGHTS OF WAY DIVERSION - OBJECTED TO ORDER SOUTH LEIGH FOOTPATH 16
(Agenda Item 7)
The Committee considered a report (PN7) setting out the detail of an objection received to a diversion order for South Leigh Footpath 16, which under the Council’s Constitution needed to be referred to this Committee. Having received an objection the Committee could not confirm the order but had the option of either submitting it to the Planning Inspectorate for the Secretary of State to make a determination or to withdraw it in the light of the objection received.
Councillor Hodgson supported a temporary diversion with a permanent diversion to form part of an overall access plan for the site.
In response to Councillor Fooks, Mr Sylvester advised that a public path diversion order was necessary in order to comply with the terms of the original planning permission as granted by the County Council for extraction of sand and gravel and subsequent restoration.
RESOLVED: (on a motion by Councillor Reynolds, seconded by Councillor Mrs Fulljames and carried by 9 votes to 3) to submit the objected to order for South Leigh Footpath 16 to the Secretary of State for Environment, Food and Rural Affairs for determination.
