Relevant Planning Policies

Oxfordshire Structure Plan 2011

T1 Measures encouraged which reduce dependence on private motorised transport and give greater priority to pedestrians, cyclists and public transport.

T4 Improved provision for cyclists.

EN8 The fabric and setting of Listed Buildings to be preserved and character or appearance of conservation areas to be preserved or enhanced.

Oxford Local Plan 1991-2001

GEN1 All proposals assessed with a view to minimising the overall demand for travel, emphasising walking, cycling and public transport.

GEN2 All development proposals will be measured against the requirement of accessibility by public transport, cycling and walking as well as by private car, where appropriate, and for people with disabilities as well as able bodied people to maximise choice of place of work, home and other activities.

GEN3 In considering proposals for all development to which the public has access, special attention will be paid to improving or creating access for people with disabilities.

CS18 The City Council will urge the County Council to provide a distribution of schools for younger pupils which allows convenient access, minimises the risk of accidents, minimises travel and respects the various local communities in Oxford and their needs.

TR10 The Council will normally apply the car parking standards [shown in Appendix A] to assess the parking requirements of new development. Where parking provision is necessary, but it is inappropriate to provide this on site, the standards will normally be used to determine the level of contribution to be sought towards alternative measures (including park and ride).

TR22 The Council will seek to create a safer, more convenient and pleasant pedestrian environment throughout the City, but especially in the City Centre through better signing, more seating, dropped kerbs, paved areas where appropriate, including widened pavements, improved landscaping, additional road crossing points, where justified, and by reducing the volume of traffic using the most popular shopping streets.

TR24 New cycle routes will be established to the City Centre along the Abingdon Road and from residential areas including Blackbird Leys, Littlemore/Rose Hill, Wolvercote, Headington/Risinghurst/Barton, Marston, Wood Farm, Cowley and Botley. Other corss town cycle routes will be sought, such as between South Oxford and Cowley, and Headington and Rose Hill and in the Blackbird Leys development [(see Appendix 1)]. A route linking East Oxford with the City Centre via a new bridge over the River Thames will be sought.

TR26 The Council will ensure that adequate on site cycle parking is provided for new development and will seek improved off site parking facilities for cyclists in shopping areas and in association with public buildings and other destinations popular with cyclists. Such provision will be secured from related developments, where it is appropriate.

TR30 Measures will be brought forward to reduce the frequency and severity of road traffic injury accidents, especially where they involve pedestrians and riders of two-wheeled vehicles.

EN27 The special and distinctive character and appearance of each conservation area will be preserved and enhanced.

EN33 Careful consideration will be given to changes in appearance of existing buildings in conservation areas, their boundary enclosures and other design details such as colour.

EN35 Proposals to listed buildings should be sympathetic to the original character or to important architectural or historic later works to the building.

CP4 Planning permission will only be granted for employment, retail, education, leisure and other developments attracting large numbers of people where there is a need for the development, it is in the most sustainable location when assessed against the sequential test, and the location is accessible by walking, cycling or public transport.

TR1 A transport assessment must be submitted for development likely to have significant transport implications.

TR2 A travel plan must be submitted for development likely to have significant transport implications.

TR3 Developments must provide an appropriate level of car parking spaces not greater than the maximum car parking standards.

TR4 Development to provide good access for pedestrians and cyclists, and cycle parking.

TR5 The City Council will support and, where appropriate, implement measures that create more direct, safe and secure pedestrian and cycle routes.

Amongst other things the City Council will seek to improve links towards the City centre including from:

North Oxford: from Walton Well Road along the railway and canal corridor.

Where appropriate, the City Council will seek contributions towards, or the provision of, new or more attractive pedestrian and cycle routes and facilities which will be secured by planning conditions or a planning obligation.

CP2 Planning permission will only be granted for development which:

    1. shows a high standard of design, including landscape treatment,
    2. uses appropriate materials,
    3. is acceptable in respect of vehicle, pedestrian and cyclist access,
    4. provides for use by people with disabilities.
    5. Where relevant, development proposals must also:

    6. retain and protect important landscape and ecological features,
    7. retain important open spaces of recreational and/or amenity value,
    8. preserve and enhance listed buildings and conservation areas,
    9. preserve Scheduled Ancient Monuments or sites of special local archaeological significance,
    10. safeguard public rights of way and amenities of adjoining land users or occupiers.

HE4 Planning permission will only be granted for an alteration to a listed building that is sympathetic to and respects its history, character and setting.

HE11 Development to be appropriate in terms of its scale and location, and materials and colours that respect the character of their surroundings and have due regard to the setting of any scheduled ancient monument, listed building or building of location interest, conservation area, or registered or other important park and or garden.
