to reduce need to travel and encourage alternatives to car use.

City Local Plan (adopted September 1997):
EN76 The
scale of new buildings and materials and colours should respect the
character of their surroundings and have due regard to the setting
of any listed building.
EN93 Temporary
and short term buildings only acceptable for an 18 month period.

CP1 In
determining planning applications, the City Council will assess a
proposal against all policies in this Plan, and the Development Plan
as a whole.
CP2 Planning
permission will only be granted for development which:
- shows a high
standard of design, including landscape treatment,
- uses appropriate
materials,
- is acceptable
in respect of vehicle, pedestrian and cyclist access,
- provides for
use by people with disabilities.
Where
relevant, development proposals must also:
- retain and protect
important landscape and ecological features,
- retain important
open spaces of recreational and/or amenity value,
- preserve and
enhance listed buildings and conservation areas,
- preserve Scheduled
Ancient Monuments or sites of special local archaeological significance,
- safeguard public
rights of way and amenities of adjoining land users or occupiers.
CP25 Temporary
or short-term buildings permissible only where a short-term need is
clearly demonstrated, but not where:
j. the
building would adversely affect visual attractiveness, trees or parking
provision
k. the
proposal does not adequately address where appropriate: landscaping,
noise, insulation, disabled access, relationship to existing buildings,
prejudice future development, access points, or provide suitable external
appearance.
