Relevant Planning Policies

Oxfordshire Structure Plan 2011 – adopted August 1998:

G2 Development to be of a scale and type appropriate to its site and surroundings, include a high quality of design, layout and landscaping and help to reduce need to travel and encourage alternatives to car use.

G3 Proposals for development will not be permitted unless the planning authorities are satisfied that the infrastructure directly required to service the development, necessary on or off site transport measures, community facilities, services and environmental improvements have been or will be provided. Contributions will be sought from developers and/or landowners in accordance with Government advice.

G6 New developments should incorporate principles of energy and resource conservation as far as possible.

T18 Proposals for development should be permitted only if they are acceptable in the light of the following criteria:

    1. the existing transport situation, the aims of the local transport strategy and existing local car parking and traffic management measures;
    2. access for pedestrians, cyclists and those whose mobility is impaired;
    3. the requirements of public transport;
    4. the impact of generated traffic including servicing traffic on existing settlements and roads;
    5. highway access and servicing arrangements;
    6. the safety of all highway users;
    7. the likely resource implications for the highway authority.

EN1 The nature, size, location or cumulative effects of a development should not have an unacceptable environmental impact.

EN2 Environmental measures to be sought to minimise adverse effects of development and maintain and enhance the landscape and quality of built environment.

Oxfordshire Structure Plan 2016 – Deposit Draft September 2003:

G2 Development to be of a scale and type appropriate to its site and surroundings, include a high quality of design, layout and landscaping and help to reduce need to travel and encourage alternatives to car use.

G3 Amongst other things, provision of recreation, leisure, educational, health and community facilities to be encouraged where there are deficiencies.

G6 New developments to include best practice in energy efficiency and resource conservation.

T8 Proposals for development should be permitted only if they provide adequate access and mitigation of adverse transport impacts.

West Oxfordshire Local Plan – adopted November 1997:

BE1 New proposals should protect and/or enhance the environment generally.

BE2 Development will be judged as to whether there is appropriate supporting road, transport and service infrastructure, community and recreation provision, together with associated environmental improvements.

BE3 Developments to be of high standard of design appearance and landscaping.

BE4 The development will be expected to cater for cycle provision and safe environment for pedestrians.

T1 Traffic management measures required in new developments.

CAR6 Proposals for further development in Carterton should not

    1. erode the environment of the surrounding area;
    2. adversely affect trees and other landscape features;
    3. detract from the street scene;
    4. unreasonably affect the amenities of nearby occupants;
    5. breach other relevant local plan policies.

West Oxfordshire Local Plan 2011 – Revised Deposit Draft:

BE1 New developments not permitted unless supporting transport, service and community facilities available and local environment safeguarded.

BE2 New developments to respect and improve character and quality of its surroundings.

NE6 New development to allow for retention of trees, woodlands and hedgerows.

TLC1 Permission should be granted for community facilities for local needs.
