ITEM 2 – PUBLIC SERVICE AGREEMENT

As part of our Public Service Agreement (PSA) with Government we are required to adopt 12 targets for public service improvement following negotiation with Government. We submitted a list of 12 proposals in July this year, with a further two being held in reserve. Good progress has been made in negotiating appropriate targets with Government officials and it is hoped that final agreement on the 12 target areas below can be reached by the end of December.

The possibility of a strike by fire-fighters has, however, led to some delays in the Government finalising PSA negotiations with a number of authorities, and Cabinet Committee meetings to consider the final stage of PSA submissions have been postponed. The outcome of our negotiations will remain provisional until approved by the Cabinet Committee and by the County Council’s Executive. Once the targets have been approved, a formal signing between the Government and Oxfordshire County Council will take place: in the absence of further delays, this is likely to be in January.
