the Property Portfolio 2007-08
Corporate Governance Scrutiny Committee –
25 September 2008
The Committee considered the draft report
to Cabinet on 21 October 2008 which detailed the performance of the Council’s
property portfolio from April 2007-March 2008.
Councillor Shouler, Cabinet Member for
Finance and Mr. Tailby introduced the paper and responded to questions and
comments on the report.
The Committee AGREED to thank
Councillor Shouler and Mr. Tailby and to comment as follows:
the progressive improvement in the
condition of the Council’s property portfolio was noted and welcomed;
in relation to reductions in energy
consumption the Council should:
- continue to monitor and manage
CO2 emissions very carefully;
- at paragraph 25 - focus on
areas of maximum gain and
- be prepared to consider radical
measures to achieve the target/s;
- continue to examine its car
usage / deployment and encourage alternative forms of transport;
- continue to examine office
building use (for example through the BOP);
- continue to advise / encourage
schools’ governing bodies and head teachers to:
- participate fully in the carbon
management programme;
- commit at least part of any
surplus balances towards the achievement of energy saving measures; and
- examine
carefully school building use, particularly older premises; (the provision of
training for school governors and sharing models of good practice was
recognised as particularly useful);
at paragraph 35 the word ‘generally’ in
line 2 required correction / clarification.
