A361 BURFORD
ROAD (ALBION STREET), CHIPPING NORTON – PEDESTRIAN CROSSINGS

Introduction
- Provision for
a pedestrian crossing on the A361 Burford Road (and Albion Street),
Chipping Norton has been made in the Community Safety Transport programme
for 2002/03.
- A detailed survey
of pedestrian movements at the junction justified individual zebra crossing
facilities on each arm of the junction. Annex 1 shows the proposal.
Consultations have been completed and this report details the objections
received and seeks approval to proceed to implementation of the scheme.
Consultation
- Consultation was
undertaken with the local County Councillor, Chipping Norton Town Council,
Emergency Services, other relevant bodies and local residents.
- A number of letters
were received from local residents. Their main concerns were the close
proximity of the crossings to the mini roundabout and potential queuing
through the junction and the environmental effects on the area due to
traffic noise and light intrusion from the beacons.
- The Town Council
support the scheme. Thames Valley Police consider the scheme beneficial
to road safety but further consideration should be given to tightening
the corner radii to further reduce speed through the junction.
- Annex
2 summarises
the responses. Copies of all correspondence is available in the Members’
Resource Centre.
Director’s
Comments
- Design of the
Zebra crossings will be in accordance with current design standards
and regulations. Alterations to the corner radii to reduce speeds through
the junction will be included in the final design. Hoods on the beacons
will be used to reduce stray light.
- I consider that
the scheme should provide real benefits for pedestrians and will not
significantly change the environmental conditions that currently exist.
I recommend the scheme proceeds as proposed.
Financial
and Staff Implications
- The total cost
allocated to this scheme for design and construction was £30,000. However,
this was initially based on a single Pelican crossing and with the scheme
now being the installation of three Zebra crossings the cost is expected
to rise to £50,000 and this will need to be met from the Community Safety
Transport budget. It is anticipated that the additional funding can
be found from slippage in the overall transport capital programme. It
is proposed to update the capital programme in a further report to the
Executive in October.
RECOMMENDATIONS
- The Executive
are RECOMMENDED to approve the implementation of the scheme as set out
in Annex 1 to the report.
