This decision will be taken under urgency procedures.

Reason for urgency:
The Council provide ~500 students who qualfiy for statutory free home to school travel assistance with season tickets to travel on the public transport network as their means of travel to school. An open tender took place to In order for them to have their tickets ready for start of term in September, Supported Transport need to order these from providers by the second week of July.
The recent guidance provided around the criteria for submitting a Key Decision, came into place after the contracts had been tendered, evaluated and winning suppliers identified. It is crucial that the award of these contracts is made by 14/07/2023 at the latest to ensure students have access to statutory home to school transport by September 2023. The decision is needed by the end of this week to accommodate our legal requirement to allow a 10-day standstill period before awarding the contracts (by 14th July).
