This report presents responses received to a Statutory consultation to change the operational hours for the use of the on-street pay and display parkingand increases in tariffs. The new charging structure was submitted into the County budget review process and has been subject to review by Scrutiny committee on the 10 January 2019 and was subsequently signed off at Cabinet on the 22 January 2019.
Following Cabinet approval, the County Council was obliged to advertise its intention to alter the Traffic Regulation Order that changes the operational hours for when parking charges apply. As part of the process the Council is statutorily required to invite comments and objections to the proposals.
Under Standing Orders (Section 6.2, paragraph 19 (a) to (c) the Chairman of the Council has agreed that that part of this report applying to the revised hours of operation should not be subject to call-in in order that the 2 elements of this proposal i.e. the charges and hours of operation come into force simultaneously on 1 April 2019. The main part of the proposals relating to the fee charges has already been through the scrutiny process in January 2019 prior to being subsequently agreed at Cabinet on 22 January 2019 as part of the Financial Budget submission and so the call-in process for that element of the proposal does not apply under Standing Orders (Section 6.2, paragraph 18 (h)). However, part of the supporting process for the increased charges involves the need to make a Traffic Regulation Order to change the hours of operation to come into operation on 1 April and that would normally be subject to call-in. However, doing so raises the potential for a problem of timing between the 2 elements if the hours of operation decision was to be called in. As the main fee charges has already been through the Scrutiny process before going to Cabinet the Chairman of the Council has agreed to waive the process for the hours of operation as any delay could prejudice the Council’s or public’s interest.
The Cabinet Member for the Environment is RECOMMENDED to approve the proposed increases to the fees for on-street pay and display parking, and the additional times for which such fees apply on Sundays as advertised.

The report presents a modified proposal to introduce additional waiting restrictions at Barracks Lane following consideration of the responses to a consultation in the latter part of 2018, which was reported to and deferred by the Cabinet Member for Environment at her delegated decisions meeting on 14 February 2019.
The Cabinet Member for the Environment is RECOMMENDED to approve modified proposals for waiting restrictions in Barracks Lane, Oxford as an interim measure pending a Controlled Parking Zone in this area that is planned to be progressed at a later date subject to further consultation.

The Cabinet Member for Environment considered CMDE5 a report presenting a modified proposal to introduce additional waiting restrictions at Barracks Lane following consideration of the responses to a consultation in the latter part of 2018, which was reported to and deferred by the Cabinet Member for Environment at her delegated decisions meeting on 14 February 2019.
Councillor Sanders explained the history to this situation which he considered could be traced back to a decision by a planning inspector for housing. That made a difficult situation particularly at school starting time when the road was often blocked with cars parking in William Morris Close causing problems for traffic coming out of Turner Close giving way to traffic coming from the right. He added that there was some alternative parking further down Barracks Lane at the recreation ground.
Mr Kirkwood confirmed that there had been a lot of objection from residents from Hollow Way to restrictions many of whom had no off-street parking. He agreed it was a difficult balance but the situation could be monitored and revisited if necessary. Currently Barracks Lane where there were severe problems in the early part of morning was effectively unrestricted but these proposals should to some extent address residents’ access problems by providing some passing space and avoid blocking pending introduction of a CPZ.
The Cabinet Member suspected that parking would be displaced from Barracks Lane but accepted the proposal would contribute to improving traffic flow. She also felt it worthwhile getting the information out regarding availability of alternative parking at the recreation ground. Therefore, having regard to the information set out in the report before her and the representations made to her at the meeting including the support of the local member she confirmed her decision as follows:
to approve modified proposals for waiting restrictions in Barracks Lane, Oxford as an interim measure pending a Controlled Parking Zone in this area that is planned to be progressed at a later date subject to further consultation.

The report presents responses received to a statutory consultation to extend the 30mph speed limit on Cumnor Hill south westwards (in place of the current 40mph speed limit) as a result of residential development of adjacent land on the north west side of Cumnor Hill.
The Cabinet Member for the Environment is RECOMMENDED to approve an extension of the 30mph speed limit on Cumnor Hill but to a point approximately 30m to the south west of the point as advertised.
Minutes: The Cabinet Member for Environment considered (CMDE6) responses received to a statutory consultation to extend the 30mph speed limit on Cumnor Hill south westwards (in place of the current 40mph speed limit) as a result of residential development of adjacent land on the north west side of Cumnor Hill.
Councillor Judy Roberts welcomed the amendment to extend the limit as she had suggested and now expressed her wholehearted support for the scheme.

The report presents responses received to a statutory consultation on a proposal to introduce a traffic calming build-out on the Sydenham Road. put forward by the Parish Council who are funding the scheme jointly with the local County Councillor Juliette Matelot.
The Cabinet Member for the Environment is RECOMMENDED to approve the proposed introduction of a traffic calming build-out on the Sydenham Road, Sydenham as advertised.
Minutes: The Cabinet Member for Environment considered (CMDE7) responses received to a statutory consultation to introduce a traffic calming build-out on the Sydenham Road and sponsored and financed jointly by the Parish Council and the local member Councillor Jeannette Matelot.
Michael May for the Parish Council advised that speeding the village had been a problem for 25 years and the village felt now that it had a solution which had been supported at a village meeting in 2016. Responding to an unofficial consultation 53 out of 61 responses had been in favour and although there had been a lower response to the official statutory consultation the majority of those were in favour. He thanked county officers for installing the temporary build out and the survey carried out which had confirmed this was the best solution. The Parish Council would now consider arrangements at the other end of the village.
Councillor Matelot endorsed Mr May’s comments and confirmed her support for the scheme.
Mr Turner confirmed that the build out did not need to be lit but would have retroreflective bollards to ensure high visibility.

This report presents responses received to a statutory consultation on a proposal to introduce four pairs of speed cushions on the Wallingford Road, Cholsey put forward as a result of the development of land adjacent to Wallingford Road.

Councillor Mark Gray advised that he had had a lot of dialogue with residents and was aware of objections which had been received and it was important to hear and consider local views. However, considerable efforts had been made over a number of years to try and slow down traffic on this road and although mindful of the objections some residents had he considered, on balance, that this was an acceptable scheme.
Responding to questions from the Cabinet Member Mr Kirkwood confirmed that although design of the cushions was at the light end of the scale they would help slow down traffic while being bus and emergency vehicle friendly. Construction should not affect access to driveways and for there to be vibration problems the cushions would need to be very close to properties which was not the case here.
