The report presents responses received to a statutory consultation to introduce a 20mph speed limit in place of the existing 30mph limit in Henley town centre and a 40mph limit north of the existing 30mph speed limit on the A4130 The Fairmile. Both have been put forward by Henley Town Council and the local County Councillor Stefan Gawrysiak in response to concerns over road safety and the wider adverse impact of traffic on residents.
The Cabinet Member for the Environment is RECOMMENDED to approve proposals to introduce a 20mph speed limit in place of the existing 30mph limit in Henley town centre, and on the A4130 The Fairmile, a 40mph limit north of the existing 30mph speed limit as advertised.

Councillor Gawrysiak thanked officers particularly Anthony Kirkwood for their assistance in this project. The 40mph limit on the Fairmile was a sensible transitional proposal supported by residents while the 20mph proposals were within a constrained area all of which complied with the 24mph recommended level without supporting traffic calming measures apart from one road which was only marginally over. He considered the proposals sent out the right message that local people wanted lower speeds and that cars were less important than people. It was also hoped that these proposals, in conjunction with other air quality measures, would contribute to improved levels in this area and the restricted area could well be extended in time which would address some of the comments received. He felt the objection by the police had been addressed in the report and although accepting this would be a sign only scheme with no additional enforcement he considered it a step forward and urged approval to reflect the levels of local support.
Mr Kirkwood confirmed that the Henley Town Council were funding the scheme and regarding the objection by the police he confirmed that of the 13 sites recently surveyed 12 had all been within the 24mph recommended level for a 20 mph limit without supporting traffic calming measures with only one survey site marginally outside those levels.
Responding to a query from the Cabinet Member regarding a comment by Councillor Gawrysiak that slower traffic could have a beneficial effect on air quality pollution Mr Kirkwood confirmed that introduction of 20 mph speed limits would not normally be expected to have a massive effect on levels.
Councillor Sanders supported both schemes.
Recognising the levels of local support for both proposals, the provision of funding by the Henley Town Council and having regard to the information set out in the report before her and the representations made to her at the meeting the Cabinet Member for Environment confirmed her decision as follows:

Councillor Jeanette Matelot attended the meeting but did not speak. She had, however, emailed her agreement with the views of the police and officers.
Mr Kirkwood advised that speed cushions generally worked well elsewhere and confirmed that the scheme was entirely developer funded.
Acknowledging the number of objections received to the proposals for raised cushions the Cabinet Member for Environment also acknowledged the comments of the police regarding inappropriate speeds along this road and that they considered that that might be mitigated by these proposals. Therefore, having regard to information set out in the report and the information presented to her at the meeting including the good record of similar installations around the county and recognising that the proposals were developer funded the Cabinet Member for Environment confirmed her decision as follows:

Officers had addressed that in the report confirming that as the funding provided by the developer could not be reallocated to an alternative scheme it could not be secured by developer funding but she was pleased that the issue of further safety measures was being investigated. The Cabinet Member for the Environment is RECOMMENDED to:
a) approve the proposals for Bostock Road, Abingdon; Park Road, Henley; Radnor Road, Wallingford; Ruskin Close, Didcot; Turner Road, Abingdon; White Horse Crescent, Grove and White House Road, North Stoke;
b) defer a decision to allow further investigation of the proposals for High Street, Watlington, Palmer Road, Faringdon and Parsons Mead, Abingdon.

Mr Kirkwood advised that following further investigative work into eligibility officers were now able to recommend approval of the schemes for Palmer Road, Faringdon and Parsons Mead, Abingdon and confirmed that proposals for disabled persons parking places were funded from County Council revenues. It was not a major cost and had been accepted practice for some time to help vulnerable people.
Councillor Judith Heathcoat had emailed her support for the inclusion of the Palmer Road, Faringdon proposals.
Recognising the agreed arrangements for county council funding the Cabinet Member for Environment having regard to the information set out in the report before her and the representations made to her at the meeting confirmed her decision as follows:

Mr Kirkwood advised that an additional objection had been received from the resident at 15 Station Lane on the east side and adjacent to the proposed crossing. The resident had raised concerns regarding the safety of the location, disturbance from light and noise pollution and that the crossing would be directly adjacent to his vehicle access. Mr Kirkwood added that he had asked the designer to provide cowls around the beacon lights to reduce light and regarding access issues confirmed that this was routine practice elsewhere which had created no safety issues when and where used.
He confirmed it would be developer funded.
Noting the objections received including the additional one as reported by officers the Cabinet Member for Environment accepted that the crossing was sited correctly with regard to the new development reflecting a likely desire line for residents of the development. Officers would be looking at measures to mitigate against the effects of the lights on neighbouring properties and in every other regard the scheme appeared to be no different to many others. Therefore, having regard to the information in the report before her together with the representations made to her at the meeting the Cabinet Member for Environment confirmed her decision as follows:

Responding to the Cabinet Member’s comments regarding the objection by the police but other expressions of local support Mr Kirkwood confirmed that of the 3 speed surveys carried out 1 had complied with quidelines for introduction of a 20mph limit and 2 had been marginally above. However, as the road was largely used by local traffic and not recognised as a through route for traffic he felt able to recommend that it should proceed adding that the parish council who were funding the scheme while accepting that it would be a sign only scheme with no enforcement felt that it sent out the right message to road users.
